  • In order to qualify for the IT SPECIALIST (SYSANALYSIS), GS-2210-11 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:
    • Utilizing programming techniques and higher level computer languages to complete program development for systems, (i.e. Visual Basic, Structured Query Language (SQL), multi-user/large database, etc…), to perform in-depth analysis of existing programs;
    • Using radiation dosimetry operating systems, (i.e. Naval Automated Radiation Exposure Registry (NARER), (SNAP) Automated Medical System (SAMS), Microsoft Windows 10, Microsoft Server 2012, etc…);
    • Interpreting inputs/outputs, appropriate data structure, module interface plans, detailed layout of files considering such factors access methods, frequency of access, storage media, data volatility, search strategies, etc… to perform IT SPECIALIST (SYS ANALYSIS) functions/processes;
    • Determining physical storage requirements based on the volume of data, data relationship, size of records, anticipated growth, access methods and data compression techniques;
    • Developing program layouts, interrelationships, sequences, internal logic, complex routines/detailed sequences of internal program logic by coding. testing, debugging; and
    • Implementing/developing test data and appropriate testing procedures, analysis and evaluate the results.
    In addition to the specialized experience above, all applicants must have IT-related experience demonstrating each of the four competencies listed below:

    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Basic Requirements

    This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

    Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
    Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

    SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

    COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
