Serves as a subject matter expert, lead worker and trainer for the Criminal Financial Processing Section of the Circuit Court. With emphasis on the financial aspects of criminal records, ensures that time-sensitive processes are expedited. Performs lead financial administrative duties ensuring Virginia Code compliance and monitoring legislative changes and their impact on Criminal Financial Division processes. Facilitates the processing of criminal fines, costs and restitution payments for felony and misdemeanor convictions. Manages complex and technical cases that require the application of broad knowledge of the legal and financial guidelines and procedures associated with the financial side of the criminal division. Performs petty cash custodial duties and audits cash drawers within the unit. Assists with research and coordination of projects. Assists in training new employees, and cross-training staff with all sub-functions of the Criminal Financial Processing section. Serves as liaison between team members and supervisors/manager regarding scheduling and workload distribution to ensure operational coverage. Performs all tasks as a floater for the section, and provides assistance to all team members when backlog occurs due to staff shortage or workload demands. Serves as a backup to assistant manager in his/her absence.

  • Serves as a resource, trainer, and technical expert in an assigned area;
  • Manages complex and technical cases that require the application of broad knowledge of the legal guidelines and procedures associated with the particular assignment;
  • May serve in a lead capacity over a team of clerks assigned to the same operational functions;
  • Assists the supervisor with staff scheduling, work assignment, training, and reviewing the work of unit staff;
  • Routinely trains and mentors less experienced staff;
  • Resolves more complex customer service issues received by phone, email, fax, mail, or in person;
  • Recommends process improvements and assists in implementation;
  • Serves as backup to supervisors in their absence.

  • Knowledge of the functions of the assigned business areas and/or court procedures;
  • Knowledge of the Code of Virginia, the Virginia Supreme Court's Clerk's Manual, laws and regulations related to the assigned business areas;
  • Knowledge of standard administrative procedures, practices, and equipment;
  • Ability to interpret and explain complex rules and regulations to staff and customers;
  • Ability to communicate courteously and effectively, both verbally and in writing;
  • Ability to motivate, train, and mentor staff;
  • Ability to develop and maintain effective working relationships with a variety of individuals, including the judges, general public, members of the legal and business community, and department staff.
Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to high school graduation;
plus three years of experience providing administrative support, technical support, customer service, or working in a court or legal environment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Three or more years of court and/or legal experience.
  • Two or more years of experience in finance, accounting or bookkeeping
  • Knowledge of the Code of Virginia and regulations in relevant areas
  • Exceptional attention to detail
  • Excellent communication and customer service skills
  • Experience using Microsoft Office computer software, especially Excel, Word, and Outlook
  • Ability to exercise tact, discretion, initiative, creativity, and independent judgment
PHYSICAL REQUIREMENTS:
Duties are generally sedentary. Must be able to lift boxes and push a cart weighing up to 20 pounds. Must be able to type at least 30 wpm due to heavy volume of cases. Must be able to enter and retrieve data from a computer. Physical requirements can be performed with or without reasonable accommodations.
