Uses quantitative and qualitative data to provide senior managers with analysis related to HCD's affordable housing programs. Leads the development of tools and protocols to ensure valid, reliable data is provided to division directors and supervisors to monitor outcomes and manage performance, and oversees the monitoring and tracking of key outcome and performance measures. Applies social science research methods and data journalism to identify trends and communicate directly and effectively with other staff about housing data. Draws insight from data analysis in order to "tell the story" to senior managers. Manages and supports a variety of HCD cross-agency and agency-wide initiatives related to federal and local housing programs. Provides policy analysis, program development and benchmarking; analyzes programmatic practices and procedures and develops and implements recommendations for operational, policy and procedural improvements; oversees and conducts needs analyses, feasibility studies and evaluations for assigned programs. Oversees, develops, summarizes and maintains administrative and fiscal records. Fosters cooperative working relationships among HCD Divisions and between HCD and other county agencies and acts as liaison with various community, public and regulatory agencies. Performs related works as assigned. Experience documenting and implementing policies and procedures; gathering and analyzing data to recommend new processes and changes to existing policies using solid industry or best practice justification; analyzing, evaluating and reporting program and agency performance; researching, interpreting, analyzing, and reporting local, state and federal legislation; and, utilizing Excel spreadsheets and other software to develop complex worksheets and reports to analyze and report program critical data.

Examples of potential projects could include:
  • Leading the agency's efforts to ensure all policies are consistent with Fairfax County's "One Fairfax" resolution, which is aimed at ensuring equitable outcomes among all residents;
  • Designing an approach that allows residents to move through the agency's multiple housing programs, based on the household's income and level of self-sufficiency, and
  • Leading the agency's Moving to Work Block Grant Evaluation. Ability to communicate complex and critical information to senior management, staff and customers in an audience-targeted format.

Manages partnerships across the county as well as community and advisory groups through inter-departmental work-groups, interagency and community committees, task forces and management teams. Duties are performed under general supervision.

Functional areas include: public administration, data analysis, statistics, and mathematics. Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience with in the functional area such as human resources, budgeting and financial management, contract administration and business management, business administration, public administration, mathematics, statistics or related field.

The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

  • Proven experience applying qualitative, quantitative and analytical skills on the job.
  • Proven experience in identifying trends within data; drawing insight and interpreting the data; and communicating (both visually and orally) to others in a clear and concise way.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to write detailed, accurate reports, and to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data.
  • Experience with affordable housing data software, particularly Yardi.
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Ability to communicate with others verbally and in writing. Employee may be required to lift up to 15 pounds (all duties). All duties may be performed with or without reasonable accommodations.
