Information Technology Program Manager I
Works as part of the Information Systems and Services (ISS) division in technology infrastructure and application/program development and data management for complex internal and external reporting needs. Oversees all aspects of technology areas including policy development, implementation, maintenance and integration of technology systems and technical platforms. Configures and develops internal/external reports to federal and reporting agencies using the housing management system and leads daily and emergency IT resource management. Provides day to day guidance and oversight to ISS staff and provides full life-cycle system program support for Department of Housing and Community Development applications and systems. Performs complex programming tasks utilizing multiple platforms, languages, and databases. Takes lead role in production of customized applications developed with in-house and/or contractor staff for internal housing software system. Works with financial and business analysts to identify development opportunities for business intelligence. Prepares, supervises and maintains the preparation of comprehensive systems development and operational documentation for all supported applications. Ensures quality review of code and final product through a formalized quality assurance and quality control program. Manages day to day work load and monitors calls through the county's Enterprise Service Management Platform application. Provides customer support for department IT needs, FCRHA Board support for IT resources and serves as the primarily liaison with DIT on strategic planning for IT Housing needs. Follows Department of Information Technology (DIT) polices and technical guidance. Works under the administrative supervision of the Financial Management-Information Systems Director.Employment Standards MINIMUM QUALIFICATIONS:Any combination of education, experience and training equivalent to the possession of a bachelor's degree in computer science, or closely related field; plus five years' experience in systems design, development, and maintenance in a large information systems environment, including supervisory experience.
CERTIFICATES AND LICENSES REQUIRED:Valid driver's license.

Strong IT leader with a B.S. and M.S. in computer science or information systems plus 10 years of progressive experience in programming, system design, configuration, management of technology infrastructure and data/report development needs supporting over 100 users. Ability to perform complex programming tasks using multiple platforms, languages and database for reports needed in supporting business operations. Adept in all aspects of daily IT user support needs. Progressive supervisory experience in IT policy development and strategic planning for IT systems, resources and staffing support.
Position is primarily sedentary. However, employee may be required to do some walking, standing, bending and carrying of items under 10 pounds in weight. Work assignments may also require that the employee make site visits and inspections. Work requires the ability to operate key board driven equipment.
