  • This position is a Developmental Level DCIPS position. DCIPS Developmental level positions include GS/GG-07 and GS/GG-09. The NRO is only accepting applications from both Federal Government employees and non-Federal Government employees for this position. Federal government employees, who currently are GS/GG-07, GS/GG-09, or equivalent, may only apply for lateral reassignment at their current grade level and step. Those selected at the GS/GG-07, GS/GG-09 grade level may be considered for future competitive promotion under the NRO internal promotion evaluation process.

    This position has a Basic Requirement for the 1102 series:

    Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:
    A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

    AND

    B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

    NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.

    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

    Specialized experience required for this position at the GG-7 is:
    • Education or Training in negotiation, award and administrations for complex contracts.
    • Education or Training in all contract types to include awards/incentive fees and determining and implementing appropriate contract type for requirements.
    • Education or Training in monitoring performance and compliance of contractual terms and conditions.
    • Education or Training in tracking expenditures and reviewing documents to manage financial aspects of contracting responsibilities.

    Specialized experience required for this position at the GG-9 is:
    • Assists in the negotiation, award and administrations for complex contracts.
    • Assists in the preparation of all contract types to include awards/incentive fees, and determining and implementing appropriate contract types for requirements.
    • Assists in monitoring performance and compliance of contractual terms and conditions.
    • Assists in the tracking expenditures and reviewing documents to manage financial aspects of contracting responsibilities.

    Defense Acquisition Workforce Improvement Act (DAWIA): Selectees are allotted 2 years in which to achieve DAWIA C (Contracting)Level I Certification requirements in accordance with the 1990 Defense Acquisition Workforce Improvement Act. Certification is the procedure through which a military service or DoD Component determines that an employee meets the education, training, and experience standards required for a career level in any acquisition, technology, and logistics career field.
