    Ability to Lead and Manage a Program/Area of Responsibility.** The successful candidate has the ability to accomplish strategic and operational goals by provide a wide range of managerial, analytical, technical, and advisory functions related to the oversight and administration of broad, emerging and/or critical programs or operations. This includes providing leadership, planning and direction for the formulation, development and implementation of a wide array of Service-wide strategic projects and special initiatives including IT modernization efforts and other IT program management requirements.

    Ability to Interact Collaboratively With Others and Provide Consultation or Liaison Services.** The successful candidate has the ability to serve as a senior advisor on various programs and issues related to IT modernization and other program management requirements. This includes serving on inter-agency work groups, task forces or expert panels and maintaining effective working relationships with various high-level individuals internal and external to the organization including other legislative and executive agencies, executives of major corporations and members of the public.

    Ability to Think Systemically.** The successful candidate has the ability to understand the “big picture” and the interrelationships of all major programs and activities in the agency, including the impact of changes in one area on another area. This includes the ability to understand how systems interact and to diagnose the effect on the system and its resources when changes are made.

    Ability to Lead the Development of a Strategic Plan and Implement Annual Program Performance Planning: The successful candidate has the ability to lead the development and implementation of a strategic vision and direction for an organization. This includes serving as a primary contributor to the development and implementation of a strategic plan and taking the lead in formulating metrics and tracking progress in meeting performance goals.

    Ability to Innovate: The successful candidate has the ability and willingness to generate new ideas and to apply new and emerging technologies to improve work efficiencies, productivity, and customer service. This includes “thinking out of the box” to explore new ways to complete work activities.

    Ability to communicate effectively other than in writing: The successful candidate has the ability to effectively express ideas and recommendations other than in writing in various settings to peers, staff, managers, supervisors, and external audiences to both provide and seek information. This includes actively listening to or understanding communicated information and answering questions thoughtfully and completely.

    The Congressional Research Service, within the Library of Congress, is part of the Legislative Branch of the federal government. As such, all positions are in the excepted service.

    The salary range indicated reflects the locality pay adjustments for the Washington, D. C., Metropolitan area.

    Appointee must meet eligibility requirements for a Top Secret clearance.

    Initial appointments, permanent or indefinite, to the Library of Congress require completion of a one-year probationary period.
    A “Not to Exceed” (NTE) status identifies an appointment with a specific ending date. However, the Library has the right to separate a NTE employee at any time due to either performance issues or budget constraints.

    This position may be eligible for subsequent conversion to a permanent appointment, contingent upon business need, available funding and the selectee's performance. If the position does not become permanent at the end of the 5-year period, CRS employees will be returned to their former position or a position of similar grade and duties without loss of federal service tenure or seniority. Other Library of Congress employees should consult their supervisor/service unit management regarding their appointment status should they be selected but not placed in the position permanently.
