The Department of Environmental Services (DES) is seeking experienced financial professionals to fill two critical leadership positions, the Operating and Special Funds Manager and the Transportation Capital Funds Manager. These two strategic partners will bring budgetary expertise to the one of the largest and most diverse County departments in terms of its lines of business and expenditures. The operating General Fund budget is approximately $100 Million and the Capital Improvement Program (CIP) for transportation projects totals more than $1.3 Billion over 10 years. Both positions report to the DES Budget and Finance Division Chief and will provide the full range of supervisory functions for a team of management and budget personnel.

The Operating and Special Funds Manager will manage a vast and diverse financial portfolio ranging from traffic engineering to facilities maintenance to parking revenue to solid waste management to road maintenance and finally, to operations of our ART bus system. DES is seeking an analytical and strategic leader to coordinate the development and execution of the department's operating budget (which is taxpayer supported) and several other special and internal service funds. This is a supervisory position with five (5) direct report employees.

Typical duties include:

  • Formulating and coordinating the department's general operating budget, which requires coordination with departmental leadership;
  • Creating the special funds budgets annually;
  • Serving as the Point of Contact with the Department of Management and Finance (DMF) for issue identification and problem solving;
  • Analyzing expenditure patterns and ensuring accurate allocation of funds through internal controls, monthly reporting, and regular analysis of operational performance;
  • Revenue forecasting and modeling;
  • Working collaboratively with departmental managers to identify trends and make modifications;
  • Preparing draft budget summaries for review by senior leadership before being presented to the County Manager and County Board members;
  • Managing grant funds to ensure compliance with state and federal requirements and coordinating with program staff when audits occur;
  • Ensuring integration of budget management with human capital and procurement functions/expenditures; and
  • Leading 5 staff members with budget, financial management, grants management, and accounting responsibilities.

The Transportation Capital Funds Manager will have oversight of the transportation capital funds that includes bus & METRO facilities, public infrastructure improvements for commuters, cyclists and pedestrians, and streetscapes. DES is seeking an experienced fiscal manager to coordinate the development and execution of the department's transportation capital budget funds with many external funding sources. This is a supervisory position with three (3) direct report employees.

Typical duties include:
  • Coordinating with senior leaders to develop and implement the strategic and financial direction of the CIP for the transportation portfolio, which exceeds $1.3 Billion over the next 10 years;
  • Performing complex budget and financial analysis to ensure adequate funding for multi-source projects;
  • Providing direction on all fiscal aspects of transportation capital projects, including establishing internal controls and reporting requirements;
  • Responsible for oversight of the fiscal portfolio -- monitoring cash flow, financial commitments, and project execution on capital projects, in partnership with program managers and departmental and DMF leaders;
  • Coordinating and preparing presentations and summary documents on the CIP for County senior leadership and County Board members;
  • Maintaining knowledge of all applicable federal and state requirements and ensuring fiscal compliance;
  • Working collaboratively with project/program managers on financial oversight and audits;
  • Preparing or overseeing the preparation of grant and other funding applications as well as the reimbursement and auditing of such external funds; and
  • Directing a team of 3 Management and Budget Specialists who monitor expenditures and forecast funding projections.

Selection Criteria

Operating and Special Funds Manager Minimum: A Bachelor's degree in accounting, public or business administration, or related field and considerable (at least) three years of progressively responsible budget and public finance management responsibilities for a large operating department in state or local government or an organization (e.g., school district, non-profit or private sector entity). Experience supervising others with budgetary or financial management responsibilities is highly desirable.

Transportation Capital Funds Manager Minimum:Bachelor's degree in accounting, public or business administration or related field and considerable (at least) three years of progressively responsible budget and finance management responsibilities and analytical and problem-solving experiences that can be applied to a Capital Improvement Program (CIP) or transportation focused budget with state and federal funding requirements. Experience supervising others with budgetary or financial management responsibilities is highly desirable as well as grants management experience with state or federal funding sources.

The ideal candidate for both positions will have excellent oral and written communication and negotiating skills in order to coordinate and negotiate successfully with senior leaders; demonstrated analytical and problem solving experience applied to an operating budget which may be in flux and needs adjustments based upon changing variables, priorities, and resources; and proficiency in using Office 365, particularly Excel.

Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirables: Preference may be given to candidates with one or more of the following:

  • Extensive supervisory experience;
  • Transit, local or state government, or school district experience related to grants compliance and accounting;
  • Fund accounting and budgeting experience;
  • Experience with various financing methods, including general obligation bonds
  • Program analysis, performance management/metrics; and program evaluation;
  • Project management skills;
  • Master's degree in public or business administration; and/or
  • Certified Public Accountant (CPA) or GFOA certified

Special Requirements

Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.
