    Applicants applying for the GS-13 grade level must meet the following requirements:

    Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

    1. Attention to Detail - Designs and monitors work breakdown structures and establishes milestones and schedules for NRRC IT projects.
    2. Customer Service - Ensures that customers are provided current versions of applicable software. Identifies the need for and recommends revisions to planned systems or develops and authorizes the use of systems deviations to facilitate achievement of planned objectives. Provides guidance and technical leadership to staff throughout these processes to ensure efficiency and economy of operations.
    3. Oral Communication - Develops and presents U.S. positions, and negotiates changes, on IT policies and architectures pertaining to international IT systems that the NRRC shares with treaty counterparts, in order to advance the fundamental goals of the U.S. Government in carrying out U.S. treaty obligations on arms control.
    4. Problem Solving -Solve problems and settle disputes, and influence others to use the technical methods and procedures required for system compatibility and best serve the majority of users and meet the NRRC's needs.


    AND

    Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:   

    • Experience developing new standards, methods and techniques to evaluate the impact of technological change.
    • Experience consulting on IT initiatives, priorities, cost/benefit tradeoffs, and off-the-shelf vs. custom solutions.
    • Experience developing and implementing new systems and software that allows the exchange of critical information. 


    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-13 position.
