    To be eligible for this Recent Graduate Program ALL of the following requirements must be met: 

    1. You must provide a resume.
    2. You must be a U.S. Citizen.
    3. You must have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within two years of the closing date of this announcement. The two year eligibility will be extended for veterans who were precluded from applying within the two year eligibility period following graduation due to a military service obligation. In such cases, veterans will have up to six years from the date of graduation to apply.
    4. You graduated by way of good academic standing (Grade Point Average/G.P.A. of at least a 2.0).
    5. You must provide a transcript (official or unofficial) showing your degree was conferred (An official transcript may be requested at the time of appointment).


    Minimum Qualification Requirements:

    To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Minimum Qualifications for the grade to which you are applying.  

    (1) Basic Requirements

    A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.



    (2)  Minimum Qualifications

    GS-09

    A. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: 1)Performing analyses or studies that use mathematical or statistical computer software packages, such as (but not limited to) Excel, statistical programs, or database software; 2)Writing and preparing well-written economic papers/reports; 3) Applying economic theory and empirical methods to energy or other natural resource policy analysis.

    -OR-

    B. Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degre

    -OR-

    C. Combination: A combination of education and specialized experience that totals 100% of the requirement for the GS-9 grade level.

    GS-11

    A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is defined as demonstrated experience: 1)Performing analyses or studies that use mathematical or statistical computer software packages, such as (but not limited to) Excel, statistical programs, or database software; 2) Writing and preparing well-written economic papers/reports; 3) Applying economic theory and empirical methods to energy or other natural resource policy analysis; 4)Providing valid economic analyses and recommendations to management.

    -OR-

    B. Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

    -OR-

    C. Combination: A combination of education and specialized experience that totals 100% of the requirement for the GS-11 grade level.

    Technical Knowledge- Ability to analyze complicated economic and social issues, both qualitatively and quantitatively, relevant to energy supply from public lands or benefit-cost analysis of regulations.

    Analytical- Skill in collecting data and performing statistical testing and economic analyses.

    Written Communication- Ability to write papers presenting problems/issues facing U.S. energy and prepare reports of analytical studies and results communicating information to a variety of technical and general audiences.

    Oral Communication- Ability to give spoken presentations to others of a varying technical level background about economic and social science issues related to energy.
