  • Incumbent is required to obtain/maintain a Secret clearance.
  • Position is governed by 10 USC 1595, and NDU Instruction 1416.01.
  • Incumbent is required by the Ethics in Government Act (EIGA), as amended, to file a Public Financial Disclosure Report (OGE-278) within 30 days of entering the covered position, annually thereafter, and within 30 days of terminating from a covered position.
  • Incumbent is covered by the Alcohol and Drug Abuse Prevention and Control Program. DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) must be signed. Incumbent may have to pass urinalysis testing as required prior to appointment and must pass periodic testing thereafter.

  • Master's degree is required; Business Administration, Human Resource Management, or related field preferred
  • Experience directing a multi-function human capital management program at the corporate/University level.
  • Ability to evaluate complex legislative, policy and regulatory requirements and effectively integrate the human capital management aspects into organizational policy, plans, resource strategy, and programs.
  • Ability to set conditions for the establishment of a workforce culture that emphasizes responsibility and accountability, high standards of personnel and professional conduct, development and teambuilding.
  • Ability to influence an organization's strategic planning and execution in order to ensure the concepts of equality, diversity and inclusion are actively promoted.
  • Ability to use judgement, initiative, and innovation to resolve complex challenges in a resource constrained environment and effectively manage institutional change both within the human capital management arena and an entire organization.
  • Ability to develop diverse networks and alliances with internal and external stakeholders in order to achieve the strategic goals and objectives of an organization.
  • Ability to use data, evidence based research, and metrics to make human capital management decisions.
  • Ability to design and implement streamlined business processes, program efficiencies, and/or cost savings initiatives at the department or headquarters level.
  • Ability to act with discretion, maintain confidentiality, and professional demeanor at all times and operate with the highest standards of personal and professional conduct.
  • Ability to successfully lead or serve as a member of cross-functional/component teams.
  • Ability to communicate complex concepts clearly and concisely orally and in writing.

  • Qualified/designated as a certified HR professional through Society for Human Resource Management (SHRM) and/or Human Resources Certification Institute (HRCI); certified and current as a Project Management Professional (PMP); recent relevant experience with use of a Balanced Scorecard.
  • Familiarity with the missions, organization, and operations of the Department of Defense.
  • Human capital management experience in the joint, interagency, international, and multi-national environment
  • Human capital management experience at the highest levels within a large diverse academic organization.
  • Knowledge of public and/or private sector academic institutions' organization, structure, operations, and human capital management practices.
  • Experience with Joint Professional Military Education (JPME).

Education Requirement: Master's degree is required; Business Administration, Human Resource Management, or related field preferred.
