Program Analyst (Policy & Instruction)

Knowledge of Federal and agency regulations.
Knowledge of the specific organization's programs and missions, as well as knowledge of pertinent laws, regulations, and policies related to programs/operations area to consider their impact on programs.
Knowledge of the concepts of program management, requirement determination, policy development, evaluative and analytical processes, program implementation and approaches to identify and resolve significant issues and problems of a unique nature.
Ability to demonstrate a professional skill, judgment, and independent accountability to execute this program.
Ability to manage several major projects concurrently, each of which requires multiple tasks across many different levels of the Navy (e.g., local commands, regions, headquarters, etc.) and other government agencies.
Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions to problems.
Ability to work in a stressful crisis action team environment on time sensitive issues.
Ability to work with the training program analyst, data program analyst and quality assurance program analyst to identify trends in case management and policy changes across multiple military services and author new and updated guidance to reflect the constantly changing requirements of the program as it evolves.
Ability to prepare and deliver recommendations at management briefing.
Ability to communicate effectively both orally and in writing.
