Job Description Summary:
Performs analytical duties in payroll and general accounting operations. Facilitates payroll processing. Manages payroll confirmations and adjustments. Assures that wages, salaries, and deductions are paid in accordance with established policy and labor agreements. Monitors payroll changes, tax, and reporting procedures. Prepares standard and ad hoc reports for time reporting and payroll, including the preparation of compliance reports for government agencies. Maintains payroll records and documentations. Supports audit requests. Provides management with analyses of payroll and labor data. Oversees and manages other operational areas as assigned.

Under general supervision, incumbent applies specific and professional-level knowledge to perform responsibilities, identify and analyze complex issues, and determine the best course of action. Use independent judgment and discretion but may receive guidance or expertise from supervisor or higher-level staff on more complex problems. Establish and/or perform procedures to maintain effective and efficient operation of assigned functions. Serve as a resource to NAS staff and provide a high-level customer service experience.
Job Description:

ESSENTIAL JOB DUTIES:

Processes full-cycle bi-weekly and monthly payrolls for a multi-company, multi-state non-profit organization, to include time tracking review, gross to net check production, data integration and reporting.

Follows process and system workflows to confirm that all payroll transactions are processed accurately and timely.  Reviews payrolls to confirm that wages, salaries, and deductions are paid in accordance with established policies. 

Prepares special payroll adjustments (deductions, refunds, overrides, manual/on-demand checks and retroactive payments).

Prepares payroll-related reports and performs audits on key payroll gross to net calculations, including, but not limited to: base pay and overtime earnings, Federal, State and Local taxes, various payroll and benefit related deductions, garnishment withholdings and general ledger data.

Researches and resolves discrepancies of payroll information and/or documentation (e.g., time sheets, leave time, salary, stipends, etc.) for the purpose of ensuring accuracy prior to payment.

Interacts with various levels of NAS staff, including Information Technology Services, Office of Human Resources, and Fellowship Office in the coordination of payroll processing.

Interacts and responds timely to inquiries with third-party payroll service providers, including Workday, ADP and Wells Fargo regarding procedural, compliance and system integration requirements.

Assists with payroll bank account reconciliation and processing payroll liability payables, for the purpose of maintaining accurate account balances.

Manages record keeping/filing for the department, including maintaining policy and procedure documentation.

Participates in testing system enhancements, both in-house and Workday release management supported, including full regression testing.

Serves as backup for other areas within the department as needed.

Assists with tax compliance duties, including year-end processing.

Supports auditor requests to supply documentation for time and labor costs.

Oversees and manages other operational areas as assigned, such as day to day cash receipts processing

Maintains an appropriate standard of confidentiality.  When handling secure, privileged, sensitive, or confidential information and matters, maintains strict confidence and exercises care to prevent disclosure to others.  Accesses confidential information for work-related reasons only, following the policies and procedures of the organization. Ensures that any privileged, sensitive, or confidential information is securely stored, disposed of, and transmitted according to the Institutional guidance.

JOB SPECIFICATIONS

Required Knowledge, Skills, and Abilities:  Knowledge of payroll best practices. Knowledge of state and federal payroll laws.  Strong attention to detail.  Demonstrated proficiency in Excel.  Strong decision-making, problem-solving, and analytical skills.  Good customer service skills.  Ability to maintain strict confidentiality.  Ability to exercise tact and diplomacy in dealing in sensitive situations.   Ability to manage and maintain privileged, sensitive, and confidential information and matters appropriately.  Ability to manage multiple priorities and meeting strict deadlines.  Ability to use appreciable latitude for independent judgment and action.  Experience working in complex environments with a high degree of organizational effectiveness.  Ability to work successfully in a team environment.  Ability to develop relationships with co-workers and employees in other National Academies' departments through effective communication.  Excellent communication skills with a proven ability to effectively interact with all levels of employees.

Minimum Education/Training Requirements:  Bachelor's Degree in Accounting or related field, or equivalent knowledge.

Minimum Experience:  Three years of related professional experience within a payroll department.  Experience with multi-state tax filing, non-profit organizations, Workday Payroll and Time Tracking modules and PeopleSoft Financials is desired.

Physical Capabilities:  Ability to work at a computer for extended periods of time.

Required Licenses, Certification or Registration:  None.

Supervisory Responsibilities/Controls:  Reports to Senior Technical Manager, Business Processes.  Sets objectives with supervisor.

Work Environment:  Office environment with occasional travel between National Academies' facilities and to off-site locations.

Any qualification to be considered equivalent, in lieu of stated minimum, requires the prior approval of the Office of Human Resources.
