Plans, organizes, evaluates, coordinates, and directs the operation of the Foster Care and Adoption-Resource and Support Program (FC&A-R&S) in collaboration with other programs operated by the Children, Youth and Families (CYF) Division. Works with other Department of Family Services (DFS) and Human Service agencies to identify and address client and community needs. Provides analysis and input for preparation of the program budget and monitors and manages program expenditures. Oversees the delivery of services. Develops and monitors program outcome measures. Provides oversight and direction for the development of regular and periodic management report to track clients served and achievement of outcome measures. Formulates administrative and operation strategies for program improvements. Works with other CYF programs, DFS divisions and other county and community human service programs, uses data and analysis to modify existing program and services, and to initiate new services. Hires staff, conducts performance evaluations, and provides regular performance feedback. Establishes standards for quality work, staff selection, and retention. Manages and monitors program budget and expenditures. Assesses staff training needs. Responds to clients, the community, the Board of Supervisors, and other elected officials about concerns and issues regarding services. Serves as the Foster Care and Adoption representative at the local, state and national levels as well as other CYF division services as needed. Performs other related duties in support of the DFS mission, goals and objectives as needed or assigned. Serves on boards, task forces and committee related to Foster Care and Adoption. This position works under the general supervision of the CYF Director.

Employment Standards

Any combination of education, experience and training equivalent to: graduation from an accredited four-year college or university with a bachelor's degree in social services or human services, or with major course work in a specialty that confers within a community-based service delivery setting (for example, child development and family studies, education, public administration, recreation), or other related field; plus five years of professional experience in the social services, human services, or other community-based service delivery service or setting; two of which included supervising professional staff. A master's degree in an appropriate field may be substituted for one year of the required experience.

Driver's license required upon hire.

Five or more years of related experience working in foster care and adoption. An accomplished leader with proven abilities in the following areas: child abuse and neglect, permanency, foster parent's recruitment and retention, and trauma. A master's degree in social work, human services, public administration, or a related field.

The appointee to the position must complete a criminal background check, Child Protective Services Registry check, and driving record check to the satisfaction of the employer.
May be required to provide emergency services work in the event of an emergency or disaster.
Ability to communicate clearly and concisely, both orally and in writing.

Sufficiently mobile to attend meetings and events outside the office. Ability to use automated technology. Ability to lift up toi 15 pounds. All duties performed with or without reasonable accommodations.
