HR Administrative Supervisor - Administrative Assistant V
Under the general supervision of a Human Resources (HR) manager, provides oversight and direction in all areas of human resources administrative support for the health department. Supervises and directs the day-to-day activities of the HR administrative staff (AA IVs) support services. Oversees, all facets of payroll, onboarding, background checks, exiting process for transfers and new hires, file management and human resources administrative processes. Functions as agency time administrator and provides guidance to department timekeepers, supervisors and employees. Works with HR manager in the development of departmental human resources administrative processes and standard of operating procedures. Provides guidance to agency staff, supervisors and managers regarding HR-related matters and ensures consistency with county and departmental policies and procedures. Using county FOCUS, HRIS systems and other information technology tools, conducts research and compiles data to create complex routine and non-routine reports. Creates, formats, and proofreads documents/letters/memos/forms/reports/databases using Microsoft Office. Creates and develops Excel spreadsheets, agency forms, PowerPoint presentations. Develops and maintains databases and spreadsheets to track personnel information. Participates in financial and HR audits or other related activities, as assigned. Assists the HR manager in overseeing the PEFORM performance evaluation system. Improves business processes with better use of technology & staff. Works on special projects as assigned.

Knowledge of county policies within functional area of responsibility. This may include knowledge of an outside institution, dissimilar operational unit within the county or the basic principles and methods of a professional field.
- Thorough knowledge of the executive/work unit head's program/area and of county administration and organization.

Purchasing and Accounting
- Ability to perform data entry into Purchasing/Logistics Enterprise Resource Planning systems and/or Financial Enterprise Resource Planning systems in at least eight functions.
Personnel and Payroll
- Ability to perform all human Capital Management Enterprise Resource Planning system functions.
Any combination of education, experience and training equivalent to high school graduation and four years of experience providing administrative support in the assigned functional area(s).
CERTIFICATIONS & LICENSES:
Must have a valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, an Office of the Inspector General (OIG) check, a check of the Child Protective Services Registry and a driving record check to the satisfaction of the employer.
Associate or bachelor degree in related field. Preferred candidates will have four or more year of progressively responsible experience and knowledge administering county payroll requirements and HR best practices. Position requires the candidate to work independently and in a team environment, be proactive, exercise good judgment, use critical thinking skills, be highly organized and have excellent customer service skills. Ability to: adapt to rapid changes in a fast-paced environment; efficiently plan, prioritize and implement workload activities for self and others. Clear and concise oral and written communication skills. Ability to exercise tact, discretion, initiative and independent judgment. Excellent customer service skills with the ability to interact in a friendly, service-oriented and professional manner with internal and external customers. Must have the ability to establish and maintain effective working relationships. Supervisory experience. Expert proficiency in the use of Microsoft Office computer software applications, including Outlook, Excel, Word and PowerPoint. Experience with SharePoint, a plus.
Job is generally sedentary in nature, and job requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Ability to: operate keyboard driven equipment and computer; to drive a motor vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift or carry up to 25 pounds occasionally.
