    To qualify for this position, you must meet both the BASIC REQUIREMENT and the QUALIFICATIONS CRITERIA:

    A. BASIC REQUIREMENT:

    Degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law;

    OR

    A combination of education and experience of at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: (a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law; a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or completion of the requirements for a degree that included substantial course work in accounting or auditing.

    B. QUALIFICATION CRITERIA:

    SPECIALIZED EXPERIENCE FOR GS-07:  At the GS-07 grade level, applicants must have at least one year of specialized experience at or equivalent to the GS-05 grade level in the Federal service that is typically in or related to the line of work.  Specialized experience includes all of the following:

    • Performing accounting work including the maintenance of accounting records.
    • Reviewing accounting data for accuracy to ensure the integrity of records.
    • Running and evaluating reports from financial systems.
    • Gathering financial data from various sources related to a specific financial issue.
    • Utilizing office automation software, such as MS Excel.

    Education: One full year of graduate level education OR a Bachelor's degree with Superior Academic Achievement.

    To qualify based on superior academic achievement, you must have a bachelor degree and meet one of the following:  1) Class standing in the upper third of the graduating class in the college, university, or major subdivision; or 2) GPA of 3.0 or higher out of a possible 4.0 or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field, or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society.

    OR

    Combination of Education and Experience: Combination of graduate level education and specialized experience to qualify for this position.  Only graduate level education in excess of one year (i.e., 18 semester hours) may be combined with experience under this standard.

    SPECIALIZED EXPERIENCE FOR GS-09: At the GS-09 grade level, applicants must have at least one year of specialized experience at or equivalent to the GS-07 grade level in the Federal service that is typically in or related to the line of work.  Specialized experience includes all of the following:

    • Applying accounting principles, concepts, methods, and techniques to independently perform basic accounting duties, such as reconciliations or close outs for various types of accounts.
    • Preparing financial reports and statements.
    • Collaborating with team members to complete accounting and financial projects.
    • Preparing a variety of accounting and financial documents for delivery or presentation to management and team members.
    • Utilizing office automation software, such as MS Excel, and other accounting systems.

    OR

    Education: Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

    OR

    Combination of Education and Experience: Combination of graduate level education and specialized experience to qualify for this position.  Only graduate level education in excess of one year (i.e., 18 semester hours) may be combined with experience under this standard.

    SPECIALIZED EXPERIENCE FOR GS-11: At the GS-11 grade level, applicants must have at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service that is typically in or related to the line of work.  Specialized experience includes all of the following:

    • Performing routine analysis or review of accounting functions.
    • Developing accounting reports for review.
    • Maintaining accounts within an automated accounting system.
    • Performing account reconciliation.
    • Preparing documentations and other pertinent information for accounting audit.
    • Responding to inquiries about accounting and financial management from auditors.
    • Utilizing office automation software, such as MS Excel, and other accounting systems.

    OR

    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills and abilities necessary to do the work for this position, such as accounting.

    OR

    Combination of Education and Experience: Combination of graduate level education and specialized experience to qualify for this position.  Only graduate level education in excess of one year (i.e., 18 semester hours) may be combined with experience under this standard.

    Note: Experience working with both financial and non-financial personnel internally and externally and advanced Excel skills are highly desirable.
