Education: Master's or equivalent graduate degree or completion of at least two full academic years of progressively higher level graduate education leading to a master's degree or LL.B or J.D in business or public administration, management, marketing, communications, political science, or a directly related field of study. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background, knowledge and skills necessary for successful job performance in the position to be filled. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (NOTE: You must include copies of your transcript(s) with your application to verify eligibility.)

    B. Specialized Experience: One full year (12 months) of specialized experience equivalent in difficulty and complexity to the GS-7 grade level or pay band in the Federal service. Specialized experience is defined as experience in or directly related to the work of the position to be filled. Some examples of qualifying experience include: (1) working as a member of a team on business development, marketing and/or outreach projects; (2) assisting with conducting market research; (3) assisting with designing or implementing studies, projects, or initiatives, and analyzing data for review by others to make recommendations for business growth opportunities; (4) maintaining relationships with customers or employees; and (5) participating in outreach events (for example, at conferences, or staffing sponsored booths) to market an organization and its products and services.

    C. Combination of Education and Experience: You may qualify for this position if you have a combination of the education described in "A" above and experience described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of one year (i.e., 18 semester hours) may be combined with experience. (NOTE: You must include copies of your transcript(s) with your application to verify eligibility.)

    For the GS-11 Grade Level: To qualify for this position, you must meet ONE requirement below:

    A. Education: Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.B. or J.D. in business or public administration, management, marketing, communications, political science, or a directly related field of study. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. Specialized experience is defined as experience in or directly related to the work of the position to be filled. Some examples of qualifying experience include: (1) working as a member of a team on business development, marketing, and/or outreach; (2) conducting market research studies and incorporating results into reports to provide input for potential customer outreach; (3) designing or implementing studies, projects, or initiatives; (4) analyzing data and making recommendations to senior management that result in business growth opportunities; (5) generating, building and maintaining relationships with customers or employees; (6) representing an organization at outreach events (for example, at conferences or staffing sponsored booths) to market an organization and its products and services, and (7) using evaluation methods (for example, surveys, questionnaires, databases) to assess the effectiveness of marketing communication and business development programs.

    You must meet all qualification and eligibility requirements by the closing date of this announcement.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Relocation expenses will not be paid.

    The full performance level of this position is GS-13. This position may be filled at any of grades GS-9, GS-11, or GS-12.
