Company Description Job Description Technical Program Manager The Technical Program Manager will assist in leading a 150 person Infrastructure Engineering Organization and interface with Program Management, Security, Supply Chain, and Operational Readiness Teams. The successful candidate for the Technical Program Manager is to champion planning, coordination, and communication of the multidisciplinary/cross-functional team responsible for delivering a defined subsystems, products and/or services as directed by the Integrated Product Team Lead. The ideal Technical Program Manager will have practical experience in managing large-scale IT programs and be an excellent practitioner of program/project management techniques, including traditional (Waterfall) and Agile techniques for performance management, backlog management, integrated master schedules, integration of products and solutions, and financial management. There is a very strong emphasis on Earned Value Management and the Control Account Manager (CAM) activities. This role is not going to be a true Program Manager, it is much more of a CAM for the Infrastructure team. This is a very important distinction when setting expectations for the candidates. Responsibilities: -Establish/maintain project management processes to facilitate the successful execution and management of infrastructure related projects. -Assist leadership in the identification of program risk, and develop and implement effective risk management strategies. -Participate as a Subject Matter Expert in internal review of software components and systems. -More often responsible to define the scope, schedule and expectations for the work they execute or lead. -Exercise latitude in determining technical objectives of assignments for self and teams. -Must have experience a planning, developing and maintaining resource loaded program schedules. -A seasoned, experienced professional having a wide range of professional experience and possessing a strong understanding of software engineering concepts, principles, and theories and expert at applying technical standards and methodologies to resolve a wide range of issues in creative ways. -Show initiative on assignments, professionally execute projects as a technical lead with little or no direction, frequently provide direction and leadership to technical teams and determine methods and procedures. -Strong ability to handle significant responsibility, leadership and accountability while executing very complex assignments. -Develop and execute to project budgets and schedules, including Earned Value Management System (EVMS), critical path management, Estimates-at-Completion (EACs), and workload forecasts. -Skilled in communicating issues, impacts, and corrective actions; someone who is capable of providing technical leadership to an organization. -This position will also require the Technical Program Manager to function as a Control Account Manager (CAM). The CAM is responsible and accountable for managing the work (technical, schedule and cost objectives) as at Control Account (CA) level, including technical scope of work with the CA. The CAM will be responsible for generation of Integrated Master Schedule, Planning Packages, Program Management Reports and Performance Management Baselines. Activities will include establishing performance measurements, updating schedules, managing measures, and conducting Latest Revised Estimates. Additional responsibilities will include holding Engineering Program Reviews, performing Engineering Estimates at Completion (EEAC), performing Cost and Schedule Measurement, performing Staff Profile Measurement, and scheduling Recurring Management Activities. Qualifications Qualifications: -Bachelor's Degree in a relevant major from an accredited college or university with 14+ years of continuous and progressive experience. -Candidate must have good communication skills, strong interpersonal skills, and good oral and written presentation skills. -Leadership and technical experience should include at least five of the following: project planning, cost and schedule management, Data Center Implementation, AWS Cloud Architecture, AWS System Migrations, Risk Management, Remote Office Support (Citrix/VDI), Mobile Device (cellphone/laptop) configuration, Federal Government ATO Process (FISMA) and program staffing. -Experience as Technical Lead, Integrated Product Team (IPT) Lead, Systems Engineering Manager or other leadership role in a program office or business function with demonstrated team building, organizational, and interpersonal skills. -Experience as a Control Account Manager (CAM) managing Earned Value Management System (EVMS) projects. -Experience directly managing or leading engineering teams. -Fluency with developing and executing project schedules. -Problem-solving experience in a team environment. -Experience with Microsoft Project and Microsoft Excel. -PMP, CSM, ITIL, and/or AWS Cloud Practioner certification a plus.
