Overview Accountability for a broad range of functions / services of the FEP Digital Design Program that develop innovative and cohesive strategies for delivering new products and features/benefits to meet customer needs. Responsible for developing the business vision and strategic direction consistent with FEP strategic direction (products and services), analyzing market and product trends and driving business cases for new opportunities, partnering with marketing, communications and business development teams to accelerate market traction, defining the framework for managing all work through to deliverables with documentation, the appropriate metrics to monitor and define success, as well as the parameters determining the return on investment. Responsible for the operational, people/project management, technical direction and delivery of division/department initiatives within the business unit. Responsible for developing, leading, and managing a key line of business that also supports Plan and vendor partner strategy and/or operations. Responsibilities Responsibilities include but are not limited to: Directs the development of the member experience design and portfolio roadmap, defines and implements the product management framework, determines the process by which design is defined and delivered to include documentation of all roles and responsibilities necessary to deliver key functionality and capabilities for all stakeholders, and establish program measurement that ensures alignment and progress towards program goals. Directs line of business to support BCBS Plans. Ensures business continues to offer high quality services, maintains high level of customer satisfaction and operates within budgeted parameters. Works to achieve financial and other objectives. Accountable for shaping and leading specific projects as defined by the FEP Board of Managers, FEP and BCBSA Senior Management, BCBSA Governance Committees or any relevant Government Agency. Directs and develop staff by managing resources effectively, encourage staff development, provide critical review and feedback. Qualifications Required Basic Qualifications: Bachelor's degree in business administration A minimum of 9 years related application, product and project management experience, preferably in health care Certified Scrum Master/Certified Scrum Product Owner/Certified Scrum Developer OR Agile Certified Professional (PMI-ACP) Deep understanding of data driven analysis, design and iteration, and live operations Proven ability to partner and lead cross-functional disciplines and influence effectively A practical understanding of marketing strategies, preferably healthcare Experience in developing digital literacy products Ability to manage time wisely across projects and competing priorities, meet agreed upon deadlines, and be accountable for work Preferred Basic Qualifications: Master's degree in related field SAFe SPC Certification Strong business acumen, with demonstrated ability to develop and maintain business relationships Must be able to present oral and written arguments in a convincing, organized manner, leading to successful negotiations and proficient presentations Experience in effectively directing staff in achieving stated objectives, as well as successfully developing staff Strong analytic skills to assist in partner selection and negotiation Exceptional project management skills Equal Opportunity Employer Blue Cross Blue Shield Association is an equal opportunity employer.
