Amyx is seeking a Sr. Cost Analyst to be located in Falls Church, VA. The Sr. Cost Analyst will provide financial/economic analysis services as the lead cost analyst to the program manager and deputy program manager of the Defense Agencies Initiative (DAI) PMO. Develop and maintain cost documents in accordance with DoD Acquisition Management policies and procedures. Documents may include Cost Analysis Requirements Document (CARD), Business Case, and Economic Analyses (EA). Perform scenario and affordability analysis to include excursions and sensitivity analysis using historical performance measures, cost models, and program metrics. Demonstrated ability to conduct interviews, research, data analysis, and translate technical programmatic into cohesive written baseline description document(s)/bases for use in the program cost model and in developing "what-if" scenarios. Assist senior Government Staff in the development of acquisition strategies, analyses, plans, and documents.Qualifications:-Ten (10) plus years of experience as an Operations Cost/Financial Analyst.-Bachelor's Degree or higher in Mathematics, Economics, Accounting, Statistics, Operations Research, or other business-related discipline.-Prior cost analysis experience in support of DoD acquisition programs preferred, especially Acquisition Category (ACAT) I Major Automated Information Systems (MAIS) Programs.- Highly proficient in MS Office Applications, especially Excel.- Experience using MS Project Schedule Software.-Experience with the Planning, Programming, Budgeting &Execution (PPBE) cycle and how it relates to cost program controls.-Excellent oral and written communication skills; demonstrated ability to develop written artifacts of the caliber to be consumed by working level and senior audiences both internal and external to the Program Management Office.-Strong interpersonal skills; ability to work independently, and as a team member; ability to establish a network of contacts; ability to mentor/guide activities of other team members.-Working knowledge of and/or experience in new software analytical techniques, schedule realism, cost risk analysis, and return on investment analysis.- Defense Acquisition Workforce Improvement Act (DAWIA) Level II Business-Cost Estimating Certification, AACE International Certified Cost Professional (CCP) or Certified Estimating Professional (CEP), or International Cost Estimating and Analysis Association (ICEAA) Professional Cost Estimator/Analyst (PCEA)/Certified Cost Estimator/Analyst (CCEA), a plus.- Experience in the development, use and updating of Control Account Plans (CAPs), and the development, use and updating of resource loading data.- Experience developing, supporting and performing Earned Value Management systems and reporting.- Experience with Earned Value Management Guidelines and DID's, including ANSI 748-C, DoD Data Item Description (DID) DI-MGMT-88161 / 81861A - Integrated Program Management Report,- Experience with Earned Value Management reporting, including:The development of the measurement metrics: Budget Cost Work Scheduled (BCWS), Budgeted Cost Work Performed (BCWP), Actual Cost Work Performed (ACWP), Estimate To Complete (ETC), Estimate At Completion (EAC), Schedule Performance Index (SPI), and Cost Performance Index (CPI);The development of the Integrated Program Management Reports (IPMRs), all formats: Format 1 - Cost by Work Breakdown Structure (WBS)Format 2 - Cost by Organization Breakdown Structure (OBS)Format 3 - BudgetFormat 4 - Man hoursFormat 5 - Variation Analysis*Active Secret Clearance Required*
