Westat's research, technical, and administrative staff of more than 2,000 is located at our headquarters in Rockville, Maryland, near Washington, DC.

Job Summary:

Westat is seeking a Senior Compensation and Benefits professional to lead these programs on our Human Resource Services team.  S/he will engage with Westat corporate leaders, employee committees, and vendors to develop options and cost estimates, and oversee the implementation and day-to-day operation of compensation and benefits programs for our salaried staff of approximately 1,800 research and support professionals.
Job Responsibilities
· Work with corporate management on strategy and support for total rewards compensation including base pay, bonuses, benefits, etc. that will attract and retain talent. · Work with corporate management to design, plan, and implement health benefits programs, policies, and procedures. · Manage the administration of health benefits in a timely and accurate way through a reporting Benefits staff group. · Regularly assess opportunities to make compensation and benefits processes more efficient through automation or elimination of non-value-added procedures. · Ensure legal compliance and cost effectiveness · Partner with business leaders to ensure that total rewards initiatives and programs are aligned with the strategic direction of the organization · Demonstrate experience in collaboration, compensation and benefits program development, and alignment with managers and key leaders. · Identify, develop and monitor standard metrics to regularly report costs and to assess the impact of total rewards programs for recruiting, developing, and rewarding employees. · Effectively supervise direct report staff and teams that include other staff, employee representatives, and outside advisors.

Basic Qualifications:

· A Bachelor's degree is required. · A minimum of 10 years of experience required with an emphasis in Benefits and Compensation planning, design, and administration. · Advanced practical knowledge of applicable regulatory and legal requirements and reporting including ACA, COBRA, FMLA, EEO, FLSA. Broad familiarity with OFCCP, HIPAA, ERISA, and GINA. · Hands-on skills with an HRIS system, including the use of reports and using a spreadsheet or other data tabulation tool for data analysis. · Experience in a supervisory role.
Preferred Qualifications:
· CCP, CEBS, SHRM-CP, or HRCI-PHR certification preferred.· Experience with self-funded health insurance programs.· Experience working with corporate executive leadership and management committees.


Candidates should have experience developing or facilitating a comprehensive review of pay policies, procedures, programs and be able to work with executive-level committees on program offerings and outcomes. You must possess outstanding verbal and written communication, presentation, customer service, and interpersonal skills; be analytical and detail oriented with demonstrated problem-solving skills and aptitude for technical analysis. Proven ability to plan, organize, prioritize, and effectively manage multiple complex projects concurrently. Advanced people management and leadership skills with a demonstrated ability to lead, mentor, and develop employees; and ability to work successfully as part of a team is essential.
