Associate Superintendent, Office of Curriculum and Instructional Programs
SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the chief academic officer, the associate superintendent for curriculum and instructional programs ensures a high quality education for every student by planning, directing, managing, and evaluating systemwide curriculum and instructional programs, products, and services to include professional development. Coordinates and oversees the Department of Elementary Curriculum and Districtwide Programs, including the Division of Accelerated and Enriched Instruction, Elementary Integrated Curriculum Team, ESOL/Two Way Immersion, Division of Title I and Early Childhood Programs and Services, Division of Consortia Choice and Application Program Services, and School Library Media Programs; the Department of Secondary Curriculum and Districtwide Programs, including Science, Technology, Engineering, and Mathematics; Arts and Humanities; Outdoor Environmental Education Programs; Career and Postsecondary Partnerships and Perkins; Foundations Office; Interim Instructional Services and Online Learning; and Secondary Special Programs. Works collaboratively with district personnel and other executive staff members to support the system’s goals, regulations, Board policies, and procedures. As a member of the senior leadership team, the associate superintendent works with the Board of Education, community members, interest groups, and the business community to improve outcomes for ALL students.
KNOWLEDGE, SKILLS, AND ABILITIES: Familiarity with public school laws, the bylaws of the State Boards of Education, and policies related to instructional programs, budget, and facilities. Demonstrates ability to develop and deliver instructional resources that support the curriculum and improve academic performance for ALL student populations. Skilled at re-envisioning, building, inspiring and managing a team, especially in a time of growth and change. Ability to use multiple sources of data and educational technologies to diagnose strengths and needs of schools and students to provide differentiated support. Exceptional conceptual, analytical, organizational, and management skills. Excellent oral and written communication and interpersonal skills. Ability to build coalitions among diverse stakeholders and work with other offices to support student learning.
EDUCATION, TRAINING, AND EXPERIENCE: Doctorate degree desirable. Master’s degree from an accredited college or university in educational administration, supervision, or course work in curriculum development. Three or more years of relevant experience in providing leadership in planning, developing, and implementing curriculum and instructional programs that meet the needs of diverse populations or in leading schools with improvement in student outcomes. Experience in designing, delivering, implementing, and evaluating comprehensive professional learning that enhances adult practice and improves outcomes for students. Demonstrated success in observing, analyzing, and evaluating staff performance. Experience in project management to support the planning, development, and implementation of systems to track, monitor, and evaluate the diverse functions and programs of the office. Demonstrates cultural competency and a deep understanding of complex issues facing a large, diverse school district. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Experience as a school level administrator.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator I and II and completion of Observing and Analyzing Teaching I and II or completion within one year of position start date.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:
- Develops and implements a shared vision and mission of the future of the office ensuring alignment with the MCPS overall vision, mission, and focusing on innovative curriculum and instructional programs and services that promote academic excellence, creative problem solving, and social emotional learning and ensure equitable readiness for college and careers.
- Leads the development, implementation, and communication of systems to assess and monitor student learning including the development or adoption of district assessments and instructional materials.
- Supervises the development of grant proposals and pilot programs and oversees the evaluation and selection of curriculum materials.
- Reviews, approves, and maintains the Program of Studies; interprets state and local policies related to credit, graduation requirements, and the total instructional program requirements for graduation.
- Recommends, monitors, and evaluates systemwide professional learning tied to areas of focus for the school district for student achievement and learning.
- Prepares a variety of memoranda, reports, and correspondence; disseminates information to the superintendent of schools, Board of Education members, schools, parents/guardians, and community.
- Manages programmatic, fiscal, and personnel responsibility for the office.
- Collaborates with all district leadership on new and existing districtwide initiatives to provide leadership, feedback on fidelity of implementation, and the impact on schools.
- Collaborates with the chief academic officer and other executive staff members to develop the annual budget and ensure appropriate allocation of resources to schools and offices.
- Advises the chief academic officer and executive staff on curriculum and instruction matters and the impact on teaching and learning and academic programs.
- Provides support to schools in developing and implementing programming that builds the capacity of teachers and instructional leaders with a focus on curriculum, instruction, assessment, data analysis, and aligned interventions.
- Works closely with community leadership and stakeholders. Represents the superintendent of schools as needed and clearly articulates system priorities, Board polices, and interests.
- Serves as liaison to the Maryland State Department of Education to represent MCPS interests.
- Serves with other educational leaders on work groups, committees, and project action teams.
- Performs other duties as assigned.
