    The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience:

    For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: 

    • Functioning as a technical authority with responsibility for planning, formulating, implementing and evaluating effective business planning and use of non-complicated (firm-fixed price up to $6.5 million) contracted products and services to accomplish program mission requirements.; AND
    • Coordinating with stakeholders throughout the development and delivery of the annual strategic acquisition plan.; AND
    • Identifying the need for acquisition/procurement services to support the Organization's mission.; AND
    • Performing programmatic and acquisition-related pre-award activities and post award such as acquisition planning, requirements and requisition development, and technical evaluations.; AND
    • Evaluating existing non-complicated acquisitions/procurement for performance, efficiency, value, and continuing need.

    For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: 

    • Functioning as a technical authority with responsibility for planning, formulating, implementing and evaluating effective business planning and use of non-complicated (firm-fixed price up to $6.5 million) contracted products and services to accomplish program mission requirements.; AND
    • Coordinating with stakeholders throughout the development and delivery of the annual strategic acquisition plan.; AND
    • Identifying the need for acquisition/procurement services to support the Organization's mission.; AND
    • Performing programmatic and acquisition-related pre-award and post activities such as acquisition planning, requirements and requisition development, and technical evaluations.

    OR
    You may substitute education for specialized experience as follows:  Ph.D. or equivalent doctoral degree; OR Three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

    OR
    You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

    CONDITIONS OF EMPLOYMENT:
    - A one year probationary period may be required.
    - Must successfully complete a background investigation.
