Position Information

Arlington County Government's Department of Human Services (DHS) is seeking a dedicated physician to join the County's public health team.

Primary focus of this position will be on the health of the pediatric population:

  • Oversight of public health programs and clinical services provided to Arlington Public Schools (APS);
  • County liaison and population health medical expert to state, local, and community agencies as well as private physicians by serving as a public health expert in the planning and coordination of emergency preparedness programs;
  • Assessment of local and regional public health threats; and
  • Advisor to County officials, department directors, the County Manager, and public safety officials regarding public health issues and threats.
Responsibilities:
  • Contributing a public health medical perspective of Arlington's pediatric population for case management and policy development to the following interest groups: School Health and Community Health Services Bureaus, APS, pediatric-focused organizations in DHS, the Arlington community, the Northern Virginia region, and the state of Virginia;
  • In the absence of the Director, serving as the Acting Health Director and spokesperson for the County regarding high profile public health issues and emergencies;
  • Contributing a public health medical epidemiology perspective to communicable disease outbreak investigations;
  • Assessing and developing population-focused health policies to meet the needs of a diverse community, with a specific focus on the pediatric population and APS;
  • Contributing a public health physician perspective to emergency readiness to ensure Arlington is well-prepared to address all types of threats, with a special focus on the pediatric population;
  • Maintaining a connection with the private medical community to enhance delivery of public health services, including pediatric services;
  • Leading efforts to advance health equity and promoting health in all policies using a systems approach within the Arlington community, the Northern Virginia region, and state of Virginia; and
  • Serving as an acting clinician supervisor, staffing public health clinics, and providing direct patient care as needed.
This is a leadership position within the Public Health Division (PHD). PHD is part of an integrated Department of Human Services (DHS), an umbrella agency providing a wide range of services including public health, social services, behavioral health, housing and employment services, child welfare, and aging and disabilities services. PHD is a modern, urban, local public health agency with a $23 million operating budget and a staff of 173 employees focused on the departmental mission of strengthening, protecting and empowering those in need. Functions performed by the Division include: enforcement of state and local laws and regulations; communicable disease control; direct public health services such as family planning and maternity care; emergency preparedness planning and response; and health services for Arlington Public Schools.

Selection Criteria

Minimum: Medical degree from an accredited school of medicine and completion of an internship and an approved three year residency program in pediatrics, family practice, internal medicine, preventive medicine, public health and/or general medicine.

Desirables: Preference may be given to candidates with experience in one or more of the following:

  • Public health or community health at the local level;
  • Providing pediatric care;
  • Master's degree in Public Health;
  • Working with diverse populations and clients with low incomes and/or disabilities similar to those served by DHS;
  • Public health and health equity advocacy;
  • Superior communication skills both oral and written;
  • Developing and delivering presentations and/or serving as a community spokesperson;
  • Working with other human services providers, multi-disciplinary teams, and health systems stakeholders;
  • Leading outbreak and disease surveillance investigations; and/or
  • Familiarity with or training in emergency preparedness and response.

Current Virginia medical license or ability to obtain one prior to hire.

Board certification or eligibility for Board certification in pediatrics, family practice, internal medicine, preventive medicine, public health and/or general medicine.

The salary for this position is up to $256,921. Starting salary will depend upon the qualifications and experience of the candidate selected. This position is in the Arlington County Government's Senior Program Management Accountability Program (XMAP), in which Senior Program Managers are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, results achieved, and a multi-rater appraisal. XMAP is a flexible total rewards/compensation system directly linked to performance and the market.
