Applicants are expected to possess the Knowledge, Skills and Abilities (KSAs) listed below to qualify for this position. These KSAs are addressed in the self-assessment questionnaire that you will complete for this announcement. You do not need to respond separately to the KSAs listed below. Your answers to the on-line experience questions will serve as responses to the KSAs. Your application will be evaluated based on your ability to demonstrate the following KSAs:
Knowledge of Government contracting laws and policies including techniques of contracting operations and Department contracting requirements. Familiarity with business and industry practices sufficient to develop policies and provide guidance to subordinate activities.
Analytical skill sufficient to evaluate audit reports, regulations, procurement data, and other relevant material as a basis for developing and implementing Departmental guides or procedures.
Advanced skill in oral communications, including tact and diplomacy, to present sensitive recommendations to higher authorities, obtain compliance from contracting activities and prinicipal office warrant holders, and to represent the Department to Internal and external customers and task forces.
- Advanced skill in written communication sufficient to develop and publish Departmental regulations and other material. Ability to write in a clear and concise manner and to express complex ideas in language easily understood by a wide audience.
Applicants must have been in grade GS-12 for 52 weeks for the GS-13 level.
Applicants will be considered "basically qualified" if they will meet all of the requirements within thirty (30) calendar days after the closing date of the vacancy announcement. Applicants may not be permanently placed in the position until requirements are met.

Basic Requirements for GS-13 and Above
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
52 weeks of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. This experience must be equivalent to the GS-12 level in the Federal government.
Examples of such experience include:
Technical advisor on the acquisition lifecycle, category management and other acquisition initiatives; uses qualitative and quantitative techniques to analyze and measure the effectiveness and efficiency of various acquisition initiatives; ability to apply analytical methods and techniques to issues and develop new approaches to resolve complex problems and issues. Identifies, develops, and manages guidance, policies and plans in consideration of new or revised policy, procedural criteria, current or long-range objectives associated with the acquisition lifecycle; Responsible for interpreting regulatory requirements that impact the Acquisition Workforce. Educate the acquisition community on initiatives or solutions and provide the training and tools to enhance the acquisition lifecycle.

1. Eligibility and Minimum Qualifications

2. Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).
Based on the outcome of this evaluation, you will be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.
If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.
