CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:
- Complete a one-year SES probationary period (unless already completed).
- Complete a Public Disclosure report, OGE-278. You will need to provide the information annually.
As a basic requirement for entry into the Senior Executive Service (SES), you must show in your resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below.
TECHNICAL QUALIFICATIONS (TQs): Below are descriptions of the technical qualifications that must be clearly described in your resume. Your responses must explain how your experience supports each of the TQs
- Expert ability to provide operational and strategic leadership at the National level for a complex geographically-dispersed organization. Experience establishing agency strategic plans and program policies to enable mission success.
- Demonstrated knowledge of risk management, the Federal regulatory processes, and the ability to develop innovative solutions pertaining to transportation safety.
- Skilled collaborator with experience coordinating with executive level counterparts in other Federal agencies, officials of state and local governments, the Congress, OMB, and representatives of industries, organizations and related businesses.

The candidate of this position serves as the Deputy Associate Administrator for Policy and Programs, Office of Hazardous Materials Safety (OHMS), located within PHMSA. The incumbent, in collaboration with the Administrator and the Deputy Associate Administrator for Field Operations, carries out a national program to ensure the safe, reliable and environmentally sound operations of the Nation’s hazardous materials transportation system. Responsible for overseeing and managing the day-to-day headquarters policy and program operations of OHMS and assists the Associate Administrator with high-level program planning and administration associated with OHMS field operation mission and program responsibilities.

An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check.
If selected, you must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
