Engineer II/III - Project Management
Under general supervision of the Chief Project Engineer, performs moderately complex work in the engineering and design of public water supply facilities.
Performs moderately complex work in the engineering and design of public water supply facilities by:
- Performing design and/or project management duties associated with various capital projects, such as modifications, improvements, or construction of new water supply facilities, including treatment plants, dams, pumping stations, storage tanks, and other facilities.
- Managing engineering consultants on various projects by developing scopes of work, ensuring on-schedule, quality deliverables, timely and accurate invoicing and compliance with contract terms.
- Preparing construction documents including drawings and specifications.
- Preparing and reviewing cost estimates.
- Reviewing contractor bids and shop drawings for compliance with contract documents.
- In consultation with Chief Project Engineer, coordinating with Fairfax Water procurement staff as required.
- Researching, collecting data and/or performing analysis to address engineering problems.
- Making recommendations on design standards.
- Preparing Requests for Proposal (RFPs).
- Preparing Fairfax Water Board agenda items.
- Preparing permit applications for regulatory approvals and coordinating with regulatory agencies as required.
- Preparing and updating project tracking information and schedules.
- In consultation with Chief Project Engineer, coordinating design with project stakeholders in other departments.
- In consultation with Chief Project Engineer, communicating project status and providing project details to Fairfax Water management.
- Preparing information to support Fairfax Water’s Capital Improvement Program.
- Participating in construction progress meetings and supporting Fairfax Water's Construction staff during the construction phase, including review of requests for clarification.
- Organizing and maintaining all project reports, consultant deliverables, correspondence and other documents in project files.
- Attending meetings, conferences, and preparing reports.
- Performs other duties as assigned or required.
- Graduation from a four-year college or university with a Bachelor’s Degree in Civil or Environmental Engineering and a minimum of three years progressively responsible experience in the design of public water or wastewater facilities, or any equivalent combination of education, experience, and knowledge.
- Achievement of a passing grade in the Fundamentals of Engineering (FE) exam.
- Working knowledge of the theory and practice of civil engineering relative to the design and construction of public water or wastewater facilities, including engineering economics.
- Strong analytical and problem-solving skills.
- Strong written and oral communication skills, including ability to effectively engage project stakeholders.
- Knowledge of the Virginia Public Procurement Act preferred but not required.
- Ability to review, digest, and analyze complex issues and scope tasks to address problems.
- Demonstrated ability to work independently or on a team.
- Ability to manage multiple projects simultaneously and meet deadlines.
- Demonstrated ability to manage and direct the work of consultants and/or provide direction to Engineering Technicians.
- High level of initiative.
- Strong organizational skills.
- Strong computer skills including experience with Microsoft Office products (Word, Excel, etc.).
- Strong working knowledge of AutoCAD 2010 or higher version.
- Possession of a valid driver’s license and good driving record.
- Must pass a controlled substance (drug) test for employment.
