informative accurate and independent audit reports The PCAOB also oversees the audits of broker dealers including compliance reports filed pursuant to federal securities laws to promote investor protection Job Description Summary The Chief Auditor Director of Professional Standards Chief Auditor position is located in the Washington DC headquarters office and will serve as the PCAOBa s chief standards setting official This key role is an officer of the PCAOB reports to the Chairman and is primarily responsible for advising and assisting the Board on all professional standard setting matters The Chief Auditor will have a range of duties and responsibilities including advising the Board on the establishment of auditing and related professional practice standards chairing the Board s Standing Advisory Group SAG and engaging senior executives recognized thought leaders US and international standard setters and regulators and the US Securities and Exchange Commission SEC This role will assess and develop mission critical programs act as a change agent and help to lead the transformation of the organization Responsibilities Serves as the principal advisor to the Board on the establishment of auditing and related professional standards applicable to auditors of issuers and SEC registered broker dealers Advises the Board on strategic policy and technical issues related to the audits of issuers and SEC registered brokers dealers including auditing standards for performing and reporting on audits of the financial statements and internal control over financial reporting and related standards of independence ethics attestation and quality control Directs and is accountable for OCAa s standard setting activities Informs the Board the SEC and other external parties on important matters including key policy issues and other standard setting activities Planning directing and monitoring OCA operations to improve program execution promote increased efficiency of operations and assure the appropriate utilization of resources Attends conferences or other meetings and engages in policy discussion with members of external groups or organizations including investors regulators standard setters professional bodies auditors academics audit committee members and financial executives Brings a systematic disciplined approach to evaluating and improving the effectiveness of audits through his her expertise in auditing standard setting risk management control and governance processes Chairs the PCAOBa s Standing Advisory Group SAG including driving efforts to improve upon the established program Oversees multiple inter disciplinary research teams to conduct research and outreach regarding key matters affecting audits of issuers and SEC registered brokers and dealers in order to identify problems requiring regulatory action and to develop and analyze regulatory policy alternatives Oversees multiple inter disciplinary standard setting teams to develop based on research and outreach regulatory releases setting forth new and revised auditing and professional practice standards along with accompanying regulatory analysis of the reasons for change and potential impacts of the changes This includes identifying and making recommendations addressing key policy questions regarding the project Determines the need for and oversees the development of staff guidance to highlight for auditors and the public new emerging or noteworthy circumstances that may affect how auditors conduct audits under or otherwise comply with the existing requirements of the standards and rules of the PCAOB and relevant laws Having overall responsibility of OCAa s administrative functions including budget information technology risk management compliance and security activities and other administrative support Performing the full range of supervisory duties including evaluating employee performance making recommendations for appointment and promotion hearing and resolving complaints identifying development and training needs of employees within OCA and other related supervisory tasks Recruiting maintaining and developing staff consistent with business needs Requirements Qualifications Education Technical Expertise Bachelora s degree in Accounting or relevant discipline MBA Mastera s degree a plus Current CPA Certified Public Accountant license or equivalent required At least years of progressively responsible relevant experience with a government agency regulatory body or law firm or combination and experience in an environment related to auditing accounting or financial reporting or combination Comprehensive knowledge of PCAOB auditing and related professional practice standards including independence ethics attestation and quality control standards IAASB standards accounting standards and SEC financial reporting requirements Expertise in the policy of other relevant organizations including the SEC FASB and the IAASB A keen understanding of the workings of government and the regulatory arena focusing on the federal administrative rulemaking procedures Insights into current and emerging developments and industry trends relevant to accounting and auditing Overall responsibility of DRIa s administrative functions including budget information technology risk management compliance and security activities and other administrative support Performing the full range of supervisory duties including evaluating employee performance making recommendations for appointment and promotion hearing and resolving complaints identifying development and training needs of employees within DRI and other related supervisory tasks Leadership Management Skills and Abilities Ability to drive a positive a
