Perspecta is an AA/EEO Employer - Minorities/Women/Veterans/Disabled and other protected categories Responsibilities Description: Overhead Persistent Infrared (OPIR) capability provides missile warnings, battlespace awareness, and supports disaster relief. SEIN engineers & integrates OPIR TPED capabilities & services mission and functional needs, directly supporting USG OPIR IPO stakeholders making critical investment trade decisions across DOTMLPF-P layers enabling mission-driven GEOINT functional management effectiveness. Applies mission process improvement re-engineering NTM source integration TCPED, implementing new ways of doing business tradecraft methods and IT modernization projects. Leads cross-functional integrated teams of mission, data, architecture, engineering, and user stakeholders, transforming tradecraft and supporting collaboration and new ways of doing business, enabled by cloud, virtualization, IT, interoperability. Provides system planning, architecture, engineering, analysis of OPIR systems implementation & capability integration into NSG enterprise from joint topical requirements and CONOPS development, through enterprise transition into ops, spanning across TPED spectrum. Performs detail planning of sensor integration task and activities, with associated durations to include elements, interfaces and milestones. Manages OPIR-driven requirements across NSG including architecture, interface definition and requirements engineering closure. Execute end to end joint RFC process to develop new requirements which may impact NGA and the Mission Partner, preparing and coordinating required documentation. Plans/coordinates NSG/NGA segments/services mods, to support OPIR functions, data types, products, formats, volumes. Manages engineering uncertainty of changing GEOINT enterprise. Manages/develops/coordinates/ documents integration of inter-dependent OPIR functions into NSG baseline architecture and existing NGA systems/segments/capabilities/services, applying existing NSG standards profile & ensuring traceability to key community reference models/requisite MOE/MOPs are met. Develops OPIR capability implementation roadmaps, plans and schedules, programming and budgeting input, ICBD updates, to achieve NGA vision & mission capability needs supporting NSG enterprise control gates. Perform SE&I, V&V, implementation plan/schedule/technical performance/cost risk and supportability & mission effectiveness analyses for the NSG enterprise leveraging OPIR systems. Performs analysis at all levels of total system product throughout SLC. Ensures logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, cost constraints. Performs architecture, functional and timeline analysis, detail trade studies, AoAs, requirements allocation and interface definition translating customer requirements into system specs/capability descriptions/use cases/user stories. Maintains strong awareness of technical IT and GEOINT domain/ tradecraft trends, ongoing IT projects, NSG mission/business requirements. Applies appropriate enterprise system architecture and project management model (eg, Agile, Spiral, Waterfall, Hybrid) selected for system engineering and implementation efforts, and provides innovative analysis, design, development, deployment, lifecycle support. Leads OPIR TPED integration TEMs, dependencies and performance reviews with stakeholders. Manage continuous customer and stakeholder engagement business rhythms and communications. Develops end-to-end project analysis, keeping project team, OPIR IPO, NGA TAS and IPO, CORE and SEIN leadership apprised of OPIR Project status and schedule. Identify issues that impact OPIR and require course correction or government direction to maintain cost, schedule, performance commitments; and, deliver technical analysis and present recommendations to the Customer. Qualifications Required Qualifications: Top Secret/SCI (Active within 2 years) [SSBI current within 5 years] BS in Engineering, CS, Info Systems, Math, Physics, or related scientific or technical discipline 16 years IT (eg, SE&I, strategic planning, scheduling, critical path analysis, capabilities implementation, SLC process experience), with 10 years of agency-specific experience 5 years ISR TCPED SE&I experience related to Persistent GEOINT functions/interfaces (national, tactical) Technical OPIR (OPIR, ONIR, Spectral and Thermal Imaging) SME/Proficiency, and operational familiarity with OPIR Tasking (eg GeoCompass, P2RTM, PGMM), search, discovery, exploitation, delivery, and use of products Knowledge of NSG Segments comprising OPIR E2E Tasking, Processing, Exploitation, Dissemination process. Knowledgeable of current/future GEOINT capabilities, systems, apps, tools within OPIR ground architectures Experience applying SE life cycle processes, mission/capabilities/services need definition, CONOPS development, detailed implementation planning of complex systems, requirements engineering, interface definition, AoA's, performance assessment, mission capability epochs IV&V, readiness, risk, TAP, TTO Comprehends complex technical issues; defines problem in ways that clearly communicate to technical and non-technical staff; persuasively proposes solutions to meet customer mission needs Demonstrated ability/experience identifying/solving problems reviewing related information to develop/evaluate options and implement solutions with minimal supervision / direction Ability to work independently and within a team environment; ability to lead technical forums Excellent customer teaming skills with ability to collaborate in cross-functional/organizational teams Strong interpersonal skills, technical and organizational problem solving, and multi-tasking skills Excellent written and verbal communications and presentation skills Desired Qualifications: MS in Engineering, CS, Info Systems, Math, Physics, or related scientific or technical discipline IT credentials and certifications (eg, DAWIA, PMP, INCOSE, ITIL, CISSP, EA/SA, Cloud and SAFe Agile) Demonstrated ability to lead multi-disciplinary project teams Expertise integrating ISR TPED capabilities, services and content into the NSG/ASG enterprise Demonstrated experience driving interoperability developing/integrating enterprise capabilities/services Knowledge/experience with all source all domain (space, air, sea, land) NGA/IC/DoD/International ISR GEOINT enterprise/architectures/missions/platforms/sensors/phenomenologies/capabilities/services/systems/functions (esp., NGA systems: P2RTM/PGMM/GIMS, GeoCompass, NCL, Cedalion, IEC, etc.) Knowledge of NGA strategic Initiatives (AAABI, OBP {SOM, FCMS}, MoW Vis, GS, OIT, GEOINT Broker) Demonstrated working knowledge of NSG/ASG Enterprise organizations, IPOs, leadership, architectures, systems, programs, acquisition, baseline control, change management processes Options
