  • BASIC QUALIFICATIONS:
    Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    OR
    Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    In addition to the Basic Qualifications requirement candidates must possess the following specialized experience:

    GS-12: Applicant must have one year of specialized experience equivalent to the next lower grade level, GS-11, which is directly related to this line of work. Examples of specialized experience for this grade are experience with accounting and budgeting policies and practices, financial management systems, internal controls, and related regulations and procedural guidelines, extensive experience with Generally Accepted Accounting Principles (GAAP), accounting concepts and FASB financial management and reporting requirements and regulations and experience in federal financial principles, theories, concepts, and practices and extensive federal operations experience including federal financial statement and Treasury reports; preparation and review.

    GS-13: Applicant must have one year of specialized experience equivalent to the next lower grade level, GS-12, which is directly related to this line of work. Examples of specialized experience for this grade are defined as experience applying and interpreting GAO, OMB, IRS, General Services Administration and Department of the Treasury financial guidance and regulations, gathering, consolidating, and analyzing financial data and drawing conclusions; experience using automated tools and approaches to analyze and interpret financial data; communicating effectively, both orally and in writing complex data to key high level management officials and Federal and non-Federal individuals at all levels.

    This position has an education requirement. You MUST submit at least one of the following at the time of application:

    -Copy of your unofficial transcripts or equivalent; or
    -Certificate as Certified Public Accountant (CPA); or
    -Certified Internal Auditor (CIA)

    An official transcript will be required if you are selected. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

    1. If you are an eligible Inter agency Career Transition Assistance Program (ICTAP) applicant, you may apply for special selection over other candidates for this position. To be well-qualified and exercise selection priority for this vacancy, displaced Federal employees must be rated at 85 or above on the rating criteria for this position. ICTAP eligibles must submit one of the following as proof of eligibility for the special selection priority: a separation notice; a "Notice of Personnel Action" (SF-50) documenting separation; an agency certification that you cannot be placed after injury compensation has been terminated; an OPM notification that your disability annuity has been terminated; OR a Military Department or National Guard Bureau notification that you are retired under 5 U.S.C. 8337(h) or 8456.

    2. If you are still on active duty, you may submit a statement of service from your Personnel Command which states the date you entered active duty, the date you are separating, and the campaign medals you have received.

    3. If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
