Executive Core Qualifications:
Applicants must submit a written narrative addressing each of the ECQs. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. The narrative must not exceed a maximum of 10 pages.
We recommend that your narrative emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. Candidates are encouraged to follow a challenge-context-action-result (CCAR) model in documenting their executive qualifications. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates who have been certified by OPM do not need to address the ECQs.
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
Fundamental Competencies: The fundamental competencies are the attributes that serve as the foundation for each of the Executive Core Qualifications; Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning and Public Service Motivation. These competencies are the personal and professional attributes that are critical to successful performance in the SES. Experience and training that strengthen and demonstrate the competencies will enhance a candidate's overall qualifications for the SES. The Fundamental Competencies are crosscutting but not necessary for you to address them separately; but rather addressed over the course of each ECQ narrative.

Mandatory Technical Qualifications (MTQs): All applicants must submit a written statement addressing each of the MTQs. NOTE: Failure to address these factors will result in your application being disqualified. You must limit your narrative responses to two (2) pages per MTQ. When uploading your MTQs, choose the support document type called MTQ or other.
MTQ 1 - Demonstrated experience in managing and analyzing complex legal issues.
MTQ 2 - Demonstrated leadership experience in managing employees.
MTQ 3 - Demonstrated expert knowledge in federal or state employment law, labor law, administrative law, or a comparable body of law.

Candidates must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of any State or territory of the United States, or the District of Columbia. Applicants must be an active member of the bar (any jurisdiction) in good standing and have at least 5 years post-J.D. experience.

Evaluation and Ranking of Candidates: Applicants for this position will be evaluated on the basis of: (a) information provided in the application and resume; (b) information provided in the applicant's supplemental statement relating to ECQs and MTQs; and (c) quality and extent of total accomplishments.
Applicants will be evaluated by senior officials on FLRA's Executive Resources Board (ERB). The Board will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The Board will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the Board will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The ERB will refer the best qualified candidates to the selecting official for further consideration for the position. Upon selection, the Qualifications Review Board (QRB) administered by the Office of Personnel Management (OPM) certifies the executive qualifications of candidates for initial career SES appointments.
