Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

security policies; and regulatory materials concerning planning, programming, integration, and life cycle management of

programming plans; and budgeting and procurement cycles to ensure validated and approved requirements are funded or
introduced into the appropriate budgeting channels.
3. Knowledge of ODNI, DODIIS, and AF Security policies and directives; standard Command and National level
communications-computer systems and functional areas to include an understanding of the roles and missions used to
evaluate customer requirements and proposed solutions; and configuration management disciplines (planning,
identification, control status accounting, and auditing) to establish baselines and control all changes made to those
baselines. Includes control configuration items such as documentation, software, hardware, and version releases.
4. Skill in employing IT resources to monitor systems, clients, and networks from unauthorized/malicious activities; and
the ability to review audit logs and identify potential threats, and manage solution of security violations to ensure
network/system confidentiality, integrity, and availability.
5. Skill in oral and written communications techniques to conduct briefings, chair meetings, and prepare reports.
6. Ability to plan, develop, acquire, implement or evaluate communications-computer systems security techniques and
procedures; and ability to identify, analyze, and develop alternative solutions to varied and difficult communicationscomputer
systems management problems and translate those solutions to long-range planning documents as they pertain to
information systems security.
7. Ability to establish and manage an AIS security program; accomplish risk analyses, accreditation, and certification
packages; and understand, develop, interpret, and implement security policy and best practices for all aspects of
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
