    To qualify for the GS-11: You must have at least one year of specialized experience at, or equivalent to, the GS-9 grade level.

    Specialized experience is the ability and skills to use IBIS Systems, which incorporate the use of microscopy, measuring devices, photography, imaging techniques, firearms classification and other related firearms examinations to examine physical evidence associated with firearm related cases (e.g., firearms, bullets and cartridge cases).

    In lieu of specialized experience, you may qualify with the following education and/or combination of experience.

    You must have successfully completed a Ph.D. or equivalent graduate degree, or 3 full years of progressively higher level graduate education leading to such a degree in physical and biological sciences, police science, criminology, or law.  Course work in fields other than those specified may be accepted, if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled, or an LL.M. OR  I have equivalent combination of successfully completed Ph.D. level and specialized experience to meet total experience requirements. Only education in excess of the first 90 semester hours or 135 quarter hours i.e., beyond the third year is creditable toward meeting the specialized experience requirement. One full academic year of study/30 semester hours or 45 quarter hours beyond the second year is equivalent to 6 months of specialized experience

    All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.     The assessment questionnaire is designed to measure your ability in the following competencies:

    1. Knowledge of various firearm calibers and caliber types and firearm function, malfunction and how they can be safely tested.
    2. Analytic ability, judgment, discretion and knowledge of NIBIN and IBIS applications and principles.
    3. Ability to effectively communicate in writing in order to produce clear, precise, and accurate draft notification.
    4. Ability to effective communicate orally to give testimony on techniques and protocols used by IBIS technology.
    5. Skill in working with digital photography and its use for recording observation and documenting evidence.
