  • Monitors activities, methods, and practices of department; plans and organizes maintenance activities; directs and coordinates departmental activities; establishes policy and procedures; assigns and allocates resources for all departmental functions
  • Supervises, directs, and evaluates assigned staff, proactively processing concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; trains employees; promotes employee morale through personal example, coaching, rewarding desired performance and keeping employees well informed of departmental policies and external developments that affect the department; administers and interprets personnel rules as they apply to departmental operations; conducts investigations, makes recommendations, and administers disciplinary action
  • Reviews and approves all site plans and site plan revisions
  • Serves, as a member of the Management Team, as principal advisor to the Town Manager for all Public Works issues
  • Acts as Town’s Construction Procurement Official; approves all requests for procurements, change orders or financial expenditures associated with construction procurement
  • Attends and participates in all scheduled Town Council work sessions and public hearings; chairs the Traffic Engineering Improvement Committee
  • Prepares and presents code revisions, awards of construction, design, and service contracts to Town Council for approval
  • Represents the Town in agreement negotiations and execution for solid waste disposal, water service, sewage disposal, boundary line adjustments, telecommunications franchises, property/easement acquisitions, and other actions involving Public Works functions; serves as Town’s representative on the Northern Virginia Waste Management Board
  • Receives, acts on, and responds to inquiries, complaints, and requests from residents, Council members, Town Manager, other staff, developers, and the general public
  • Reviews all departmental time sheets; posts and pre-authorizes overtime for departmental personnel; authorizes absences of those directly supervised
  • Reviews and recommends all training and travel requests for the department
  • Prepares a variety of correspondence and reports; prepares departmental budget; manages approved operating budget through expenditure approval; prepares, reviews, and submits for approval all staff reports and resolutions for Town Council consideration
  • Renders Contracting Officer’s final decision; negotiates, approves, and assists in court if necessary, on all contract claims
  • Plans and monitors all emergency operations of the department
  • Performs related duties as required


  • Bachelors degree in engineering, or closely related field; masters degree preferred. Supplemented by 15 or more years progressively responsible experience that includes engineering, operations and public works management
  • Possession of a license as a Professional Engineer License required
  • Possession of a valid driver’s license with acceptable driving record
