    Eligible candidates for this position must be able to obtain and maintain a DOE Q clearance. The duties and responsibilities of this position require that the incumbent have access to documents and/or material containing Secret Restricted Data which are related to sensitive issues.

    This position has been designated as a Testing Designated Position (TDP) in accordance with applicable orders and procedures, and the incumbent of this position will be subject to random drug tests for illegal drugs.

    This position requires incumbent to complete and submit a Confidential Financial Disclosure Report, OGE Form 450, in accordance with the Ethics in Government Act of 1978, as amended.

    The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non-selection or disciplinary action, up to and including removal from the Federal service.

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to a GS-7 the next lower grade level in the Federal service. Specialized experience for this position is defined as:

    GS-9 Specialized experience is defined as experience or on the job training with one or more of the following:  maintenance and operations facilities design; mechanical systems; contracting methods; electrical power panels and generators, and/or project management.

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to a GS-9 the next lower grade level in the Federal service. Specialized experience for this position is defined as:

    GS-11 Specialized experience is defined as experience or on the job training with one or more of the following: project management; maintenance and operations facilities design; mechanical systems; contracting methods; creating cost estimates; preparing contract and design documents for building, plumbing, heating and ventilation, or air-conditioning systems; or electrical power panels and generators.

    *   Knowledge of architectural/engineering concepts and principles.

    *   Knowledge of buildings management principles, practices, methods and techniques.

    *   Knowledge of laws, precedents, regulations governing energy efficient programs and policies.

    *   Ability to apply architectural/engineering principles in the design of solutions to architectural/engineering problems.

    *   Ability to communicate orally and in writing relative to resolving routine facility or project management issues.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    EDUCATION:

    Applicants for engineering and architecture must demonstrate the following:

    GS-9: Education - 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. (See education requirement) Experience - One year of specialized experience equivalent to the next lower grade (GS-7) in federal service.

    GS-11: Experience - 3 years of progressively higher level graduate education leading to a Ph. d. degree or Ph. d. or equivalent doctoral degree. (see education requirement) OR Experience - One year of specialized experience equivalent to the next lower grade (GS-9) in federal service.

    Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: OPM GEN Eng Series.
