Job Description


Independently reviews and researches contract documents, directives, regulations and accurately determines contract vehicle to utilize what best meet requirements. Demonstrates skill in negotiating the best terms for requirements and handling problem situations. Overall, the quality of the work is high. Customer indicates satisfaction with services. Work products are well ahead of schedule. Produces clear and concise contractual documents that decrease contract administration difficulties. Specialist utilizes the following to accomplish his/her requirement: Federal Supply Schedules, GWACS, RFQ’s and RFP's. Specialist is also well versed in directing a technical evaluation team thru the evaluation process and is able to write and to stand behind an award recommendation to the Contracting Officer. Specialist shall also be well versed in the following: Identification of Appropriate Clauses, Documentation of Contract Decisions and Actions, File establishment and maintenance, Identify appropriate use of sole source justifications and assist with customers to promote competition where applicable. Specialist successfully completes negotiations on difficult contracts and modifications involving complex requirements. Employee presents issues clearly and effectively so desired outcomes are consistently achieved. Specialist shall also be proficient in the following areas:

  • Understanding the use of options
  • Development of Evaluation Criteria and Source Selection plans (All requirements over $150K will have an Acquisition Plan – Except GSA H/W purchase or GSA Commercial Services)
  • Contract documentation –(Actions for CO signature are reviewed and initialed off by T/L prior to CO’s review as well as any official correspondence)
  • Identify and perform De-Obligations when required

Advise and follow up with Contracting Officer (CO) on issues

Ensure that contract actions for CO signature are reviewed and initialed off by CO’s review and any official correspondence and accompanying issues are discussed with the Procurement Officer when applicable

Ensure that all requirements over $150K have an Acquisition Plan (Exception GSA H/W purchase or GSA Commercial Services)

Hours: 8:30am to 5:30pm Monday-Friday

Parking: Near by lot $11.00 per day (own expense)

Metro: Capitol South or Navy Yard
