    Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

    Applicants applying for the GS-12 grade level must meet the following requirements:

    Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

    • Attention to Detail - interprets and implements policies, procedures, and regulations
    • Customer Service - working with customers to test applications; assuring software and systems quality and functionality
    • Oral Communication - develop and present reports, correspondence and briefings
    • Problem Solving - interpret sometimes conflicting requirements and objectives, isolate and make recommendations on IT concerns

    AND

    Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

    • Experience in information technology policy
    • Experience with enhanced software and hardware
    • Experience with automated systems and systems designs
    • Experience in systems architecture, software development, database management, systems administration and network engineering

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-12 position.

    Applicants applying for the GS-13 grade level must meet the following requirements:

    Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

    • Attention to Detail - ensure the integration of IT programs and services
    • Customer Service - responsible for working with the CA end-user customers and outside customers as necessary
    • Oral Communication - translate technical specifications into programming specifications
    • Problem Solving - analyzing and refining systems requirements; translating systems requirements into applications prototypes

    AND

    Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

    • Experience in applying advanced IT principles, concepts, methods, standards, and practices
    • Experience with critical IT issues
    • Experience with emerging technologies and their applications to business processes
    • Experience in IT security concepts, standards, and methods
    • Experience with ensuring the integration of IT programs and services

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.
