    In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

    You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties that include: 1) Performing pre and post-award functions; 2) Procuring supplies, services, weapons systems and subsystems; 3) Advising program officials on procurement objectives; and 4) Developing contractual strategies and acquisition plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
    • Contract Management
    • Contracting/Procurement
    • Oral Communication

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

    However, there is an education requirement for Level III certification in Career Field Contracting which includes:

    Baccalaureate degree (Any Field of Study)

    And

    At least 24 semester hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Level III certification in Career Field Contracting must be met with 24 months of entrance on duty/appointment.

    • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-04 of broad banding encompass the traditional GS-14 Step 1 through GS-15 Step 10 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. PEO Soldier uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for the position will be set within a range from $114,590 to $148,967.
