Learning Design and Experience

Exempt, Regular, 100% Full Time, Pay Grade 3.4

University of Maryland University College (UMUC) seeks a Web Developer Lead. Reporting to the Associate Vice Provost, the Web Developer Lead is responsible for the design, development, testing, implementation, and maintenance of enterprise technical solutions initiatives to support online learning.  This role serves as the single point of contact for delivery of complex technical solutions, establishing standards and procedures, analyzing requirements, developing functional and design specifications, and providing system and technical support.  As a member of the team, this position works across departments and the organization to understand the learning content development process and to ensure the successful delivery of technology solutions initiatives.


  • Provide technical leadership and quality assurance in the design, development, implementation, and management of technology enabled learning solutions and products
  • Serve as technical expert for the online learning environment and technologies
  • Lead architecture, design, implementation of the online learning technologies
  • Research and suggest new approaches and technologies to enhance the online learning environment
  • Provide programming support to extend functionality and an interactive experience of the LMS, LCMS and integrated technologies
  • Oversee the design, implementation, maintenance, operational decisions, and strategic alignment of the online classroom technology / infrastructure functions
  • Provide direction on software development build, deploy and support best practices
  • Provide mentoring and guidance to development team
  • Understand business process and requirements to provide technical solutions that meet customer needs


  • Bachelors degree from an accredited institution of higher learning in Computer Science, Information Systems, or Software Engineering.
  • Seven (7) to ten (10) years experience.
  • Javascript, HTML, CSS, XML and server-side programming to connect to databases software development process
  • Previous web application development (front-/back-end or fullstack)
  • UNIX configuration and scripting, at least two other programming languages (e.g., Perl, Ruby on Rails, Java, C++, etc), database definition and query language
  • Knowledge of latest web content standards, including accessibility
  • Experience building cutting edge web & responsive mobile experiences
  • Experience creating SEO and ADA optimized pages
  • Experience automating builds with Maven using CI Servers like Jenkins/Hudson


  • Five (5) + years experience working with online learning technologies (LMS, LCMS, LTI, etc…)
  • Key contributor to delivering projects: on time, to spec, on budget and able to meet tight deadlines
  • Experience developing in Adobe Experience Manager and AEM Core components (Example: Sling, OSGI, JCR, Dispatcher)
  • Two (2) to four (4) years of Web development or similar experience
  • Experience developing in Java (OSGi, JSP, Servlets)
  • Three (3) to (5) years of experience in web front end technologies such as: HTML5, SASS, css3, Bootstrap, jQuery
  • Demonstrated ability to take initiative and ownership with focus on continuous improvement
  • Demonstrated ability to solve challenging technical problems, successfully deploy projects and complete assigned tasks
  • Demonstrated ability to mentor, coach, and provide direction to a team of employees
  • Excellent communication skills, both written and verbal
  • Ability to effectively present information to internal and external associates       
  • Excellent attention to detail
  • Deep knowledge of Agile/SCRUM methodology
  • Hands-on experience with Sightly (AEM Templating language) and CoralUI/TouchUI frameworks
  • J2EE experience and familiarity with one or more App Servers and containers such as Apache Tomcat, Websphere, Weblogic, JBoss etc.
  • Experience with unit testing and automated testing tools
