Job Description Summary:
Designs and develops custom Intranet and Internet web applications. Some experience with JavaScript, C#, .NET, Java technologies. Familiar with CSS, Bootstrap, and Frameworks such as Angular, React JS, or Knockout. Understanding of web development across multiple browsers and devices. Reviews and analyzes user requirements and workflow, and addresses problems. Familiar with Cloud technologies and products for rapid software development. Researches new tools and assist with recommendations and proof of concepts prototypes. Provides technical support for various supports systems of the National Academies. Ability to troubleshoot and problem-solve as well as document systems.
Job Description:

ESSENTIAL JOB DUTIES:

1. Meets with users to determine functional requirements and provides computer software assessments based on existing and planned system configurations. Works with users to ensure satisfaction with applications.

2. Based on functional specifications, designs, develops, tests, and supports user applications and programs and may present output. This may involve using a variety of basic interfaces and programming languages, such as MS Office (including Access, VISIO, MS Project), SQL DDL, SQL DML, SQL DCL, SQL Server, Oracle, PL/SQL, T-SQL, TOAD, SSMS, Visual Basic, HTML, Java-based applications, Paradox, etc. Creates, modifies, and maintains databases, forms, reports, queries, and tables, SAS Language, SAS Stat, as well as a variety of data encryption software.

3. Participates in preparation of both technical and end-user documentation. Prepares detailed specifications from which programs will be written and writes the programs.

4. Develops installation and maintenance procedures to ensure system security and data integrity. Maintains operating system baselines and upgrades required to support databases and applications.

5. Works closely with staff in support of reporting needs. Designs and executes customized reports and creates the analysis files required for the analysis. Identifies and creates ad-hoc files that can be merged into a self-service system.

6. Provides training, technical support, and direction to users of critical systems. Performs troubleshooting and problem-solving.

7. Performs system administration for web, database, and server activities. Installs, configures, and maintains hardware and software.

8. Liaises with Information Technology Services (ITS) staff for network, hardware, software, and related issues.

9. Remains current on information technology standards. Keeps abreast of new software, data warehousing, data analysis, and information technology trends. Participates in technology assessment in the selection and recommendation of appropriate software technologies. Provides advice and guidance on products and new ways of applying technology to the work of the organization.

10. Monitors vendor software availability and reports outages and system failures, where applicable.

JOB SPECIFICATIONS

Required Knowledge, Skills, and Abilities: Knowledge of relational database software design and programming languages such as Microsoft's .NET framework, HTML, CSS, JavaScript, HTML DOM manipulation, SQL, T-SQL, PL/SQL, VB, and SAS. Understanding of networking, Internet concepts, web-based interface layout and design, relational databases, MS Access, and other MS Office applications. Proficient in transaction management, query optimization, indexing, and database maintenance. Skilled in developing end-user applications and developing and supporting large, multi-tiered software systems. Knowledgeable with Oracle and SQL databases. Ability to solve varied and complex problems using originality and ingenuity. Ability to serve as a resource to others in the resolution of problems and issues. Ability to operate using appreciable latitude for independent judgment and action. Ability to work successfully in a team environment. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers and employees in other National Academies' departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees.

Minimum Education/Training Requirements: Bachelor's Degree in Computer Science or related field, or equivalent knowledge.

Minimum Experience: Two years of related professional experience.

Physical Capabilities: Ability to work at a computer for extended periods of time.

Required Licenses, Certification or Registration: None.

Supervisory Responsibilities/Controls: Reports to Manager. Sets objectives with supervisor.

Work Environment: Office environment with occasional travel between National Academies' facilities and to off-site locations.

Any qualification to be considered equivalent, in lieu of stated minimum, requires the prior approval of the Office of Human Resources.
