    Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience developing and conceptualizing exchange programs.

    Experience reviewing grant proposals and analyzing proposals' potential to produce intended program results.

    Experience evaluating budgets for appropriate expenditures, cost sharing, feasibility and effectiveness.

    Experience managing grants, overseeing activities of grantee organizations in carrying out their responsibilities, ensuring that programs target objectives, resolving problems that arise in the course of projects, and negotiating programs and budgets prior to grant award.

    There is no substitute of education for specialized experience for the GS-13 position.

    Qualified Category - In addition to meeting minimum qualifications, applicants must demonstrate a basic level of knowledge, skill and ability of the position.

    Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:

    Knowledge of U.S. foreign and domestic policy goals, objectives and priorities regarding public and cultural diplomacy and exchanges.

    Knowledge of and skill in analytical and investigative techniques to evaluate relevant political, economic, social and cultural conditions and institutions.

    Skill and experience in designing and implementing international exchange programs.

    Ability to establish and maintain effective liaison with a wide variety of contacts both within and outside of government, both domestically and internationally.

    Ability to communicate effectively, both orally and in writing.
