Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience in monitoring contractor performance;
Experience in providing administrative support in respects to budget planning and evolution;
Experience in coordinating budgetary transactions from initiation though the entire approval process including tracking and reconciling monthly credit card statements;
Experience in conducting analysis, generating reports, formulating budget estimates for programs;
Experience in analyzing program data to streamline, simplify, and facilitate program operations; and
Experience in analyzing and reviewing, drafting, maintaining, updating, and publicizing policy documents, standard operating procedures, and guidance on administrative procedures to recommend new or more efficient policies.
There is no substitute of education for specialized experience for the GS-12 position.

Knowledge of budget and finance concepts, principles, standards, and practices to provide information and assistance on budget and finance matters.
-Knowledge of contracting and procurement policies and procedures to carry out assigned contracting and procurement functions;
-Skill in oral communication to conduct presentations / briefings to a diversity of individuals;
-Skill in written communications to prepare reports and documents;
-Ability to apply qualitative and quantitative methods to generate reports and conduct surveys.

Qualified candidates are assigned a score between 70 and 100.
