To qualify for this position, you must demonstrate the following education and expert-level specialized experience:
- 300 hours of conflict resolution trainings, and five (5) years of professional dispute resolution experience; or an advanced degree in conflict resolution may be substituted for 100 hours of training and two (2) years of experience.
- Serving as a neutral dispute resolution provider as defined in the Administrative Dispute Resolution Act of 1996 and providing professional dispute resolution and intervention that includes conducting intakes, developing client trust and rapport, taking measures to safeguard confidentiality, providing intervention process that are inclusive of appropriate parties, designing and delivering intervention processes, and working independently and professionally with clients throughout the process.
- Utilizing expert knowledge of the theory and practice of conflict resolution to design appropriate interventions based on a thorough analysis of the parties, environment, organizational structure, facts, and circumstances, and to providing a range of third-party processes for groups and individuals such as conciliation, facilitation, coaching, mediation, training, listening and problem-solving, individual coaching and consultation with one party.
- Designing and preparing training materials, and conducting training sessions in conflict resolution theory, research, and practice including such topics as conflict resolution, active listening, teambuilding, interest based negotiations, change management, and similar courses.
- Successfully dealing diplomatically with bureaucracy, diverse staff, difficult personalities, competing factions, and the chain of command, while maintaining a reputation for being a positive, effective, collaborative, and professional employee.
- Applying interpersonal skills in self-reflection, self-regulation, empathy, and social skills to build relationships, effectively manage teamwork and collaboration, engage critical thinking before taking action, and accurately gauge the effectiveness of communications so that adjustments in communications style may be made.
- Utilizing Microsoft Applications in order to prepare and organize written reports, record-keeping, timekeeping, traveling, and excellent oral, written, and presentation communications skills that are audience appropriate.

Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- All candidates must be able to deploy with little or no advance notice to anywhere in the United States and its territories for an extended period of time. Deployments may include working in excess of eight hours a day, or in excess of 40 hours in a given week, including weekends and holidays, and under stressful, physically demanding, and austere conditions. When activated and deployed, you serve in a federal travel status and are entitled to lodging, transportation and per diem reimbursements for authorized expenses in accordance with federal travel regulations.
- All candidates must be available to deploy at all times during the term of this appointment unless pre-approved through authorized Reservist leave. Reservists may take up to 90 days of unpaid Reservist Leave per year.
- FEMA Reservist employees must maintain an address of primary residency (which will serve as the official duty station of the employee), in a Stafford Act “State”, as defined by Section 102(4) of the Stafford Act.
- If selected for this position you will be required to attend a one week Emergency Manager Orientation in Leesburg, Virginia. Travel is at FEMA’s expense and will occur from Sunday to Saturday.
