The Department of Environmental Services is seeking a Capital Projects Management Coordinator to oversee and implement moderate to large scale transportation capital improvement projects including intersection redesigns and street improvements; arterial and commercial corridor reconstruction; utility upgrades and undergrounding of overhead utilities; and other major transportation improvements in the Arlington County metro area. Projects may span over several years, incorporate multi-million dollar budgets and serve varying modes of transportation, for travelers of all ages and abilities. This Coordinator will also provide project information/updates and make presentations to a variety of stakeholders and interest groups.
Specific duties include:
- Coordinating design development from conceptual design to final engineering;
- Developing and tracking project scope, budget, delivery and schedule, and ensuring that projects are completed on time, within budget, and that all work complies with appropriate local, state, regional and federal requirements;
- Developing and monitoring project budgets, state and federal grants, consultant contracts, and change orders to ensure cost-effective completion of projects;
- Coordinating and negotiating project funding and other project-related agreements with various internal and external parties and securing agreements with stakeholders;
- Maintaining oversight on grant funded projects and ensuring regular communication with funding agency partners;
- Obtaining and procuring survey, design, construction, construction management and related services which may be provided by contractors and County staff;
- Collaborating with diverse technical teams and serving as the main point of contact for project communications and public participation processes;
- Interacting extensively with: staff throughout various County departments, outside consultants, property owners, private developers and stakeholders or their representatives such as surveyors, engineers, planners, attorneys, environmental staff; VDOT, Federal Highways Administration and other federal agencies; public utilities; and Washington Metropolitan Area Transit Authority
- Collecting input from community and other stakeholders concerning the planning, design and implementation of these projects; and
- Providing technical review of engineering design plans and conducting transportation and environmental studies.
Minimum: Bachelor's Degree in Engineering, Transportation Planning, Architecture, Landscape Architecture, Urban Planning or related field, plus progressively responsible experience coordinating the scope, budget and schedule for transportation-related capital projects and making presentations to, and collaborating with, various stakeholders such as the business community, citizens, public interest groups or similar groups in a diverse community.
Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.
Desirables: Preference may be given to candidates with one or more of the following:
- Coordinating moderate to large scale ($250K to multi-million dollar) transportation-related capital projects from beginning to end;
- Collaborating with diverse technical teams to coordinate the scope of projects;
- Negotiating project agreements and contracts;
- Providing technical review of engineering design plans;
- Master's Degree in Engineering, Transportation Engineering, Transportation Planning, Architecture, Landscape Architecture, Urban Planning or other directly related field; and/or
- Project Management Professional (PMP) certification or Professional Engineer (PE) license.
Applicant must possess a valid motor vehicle operator's license from the applicant's state of residence at the time of appointment. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.Additional Information
Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, with some occasional meetings requiring evening work hours.
Requires travel to businesses, meetings, and other events throughout the metropolitan area.
