Public Works Environmental Services Specialist
Independently performs specialized maintenance tasks including planning, monitoring, scheduling, and coordinating the work of skilled equipment operators to assist in carrying out heavy and routine maintenance on the Wastewater infrastructure throughout Fairfax County. Independently performs heavy maintenance project management including planning, monitoring, scheduling, and coordinating the work of heavy maintenance crews and construction contractors to carry out heavy maintenance on infrastructure rehabilitation and infrastructure renewal projects. Performs audits of work procedures, work performance, facility and equipment, and takes corrective action as required. Maintains service levels, construction standards, and production and efficiency standards. Interprets topographic symbols, constructions plans, and specifications as they relate to assigned projects. Ensures compliance with federal, state and county codes. Ensures necessary permits are obtained prior to construction. Provides quality control to ensure construction or maintenance project goals are achieved and meet specifications. Ensure compliance of employees with purchasing requirements. Provides input on bids for equipment, material, and service contracts. Supervise subordinates in the operation of a variety of heavy vehicles and equipment. Provides guidance to Senior Maintenance Supervisors related to crew members, material, and equipment requirements for work order assignments. Leads response teams during snow and flooding emergencies. Perform routine maintenance tasks as fill in work between projects. Responds to emergency calls during and after normal work hours.
NOTE: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position may be designated as emergency service personnel at any time by the DPWES Director or Division Director. As such, this position is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.
Any combination of education, experience and training equivalent to graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus two years of experience in an environmental, engineering or construction management program.
Experience in or knowledge of wastewater conveyance systems and wastewater management, including infrastructure and maintenance activities. Three years of experience working as a supervisor in a construction and/or trades environment. Strong oral and written communication. Ability to work collaboratively with other county staff, citizens, and public agencies. Experience using personal computers with skills in using Microsoft Office Suite applications, such as Word, Excel and Outlook. Experience using SAP or a similar ERP software to monitor staff time. Experience using Asset Management, GIS, and Work Order software programs. Project management experience.
CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required. Must obtain an Erosion and Sediment Control Inspector within 18 months. Must obtain NAASCO Certification for Pipe Inspections within 18 months
Ability to push, pull, lift, bend, stoop, walk, climb in and out of manholes, including removal and replacement of manhole covers which weigh up to 90 lbs. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, and personal fall arrest harness, emergency retrieval systems, and atmospheric monitoring equipment. Incumbent must be physically and mentally capable of performing confined space entry operations with entry via 22" manholes with vertical descent using integral or portable ladders.
