Financial Analyst for American Institutes for Research to work at our Washington, DC loc. Support Fin Lead & proj/operational mgt staff in the fin analysis and mgt of proj direct & operational indirect costs. Serve as liaison between the Fin Lead, proj/operational mgt staff, and other corp infrastructure units incl Acctg & the Contr & Grants Ofc, on fin and contr activities and issues. Facilitate usage, accuracy and proper tracking of data in AIR’s budgeting & forecasting, bus dev, job cost acctg & other fin tools. Prepare fin reports. Review actual costs for accuracy & consistency w/ respective purposes & applicable federal and state proc regs & int policies. Assist w/ the fin mgt of subks, consultants, & vendors. Work w/ billing staff to insure invoices are completed & issued accurately & in a timely manner & ensures pymt is received w/i pymt terms. Ensure compliance w/ fin terms of agreemts w/ subks, consultants, & vendors. Work w/mgt staff to ensure costs are forecasted accurately & completely & track the latest estimate-at-complete against the budget baseline & corp annual budget, recommending corrective action as necessary. Provide bidding supt to proposal teams incl prep of bid costs & basis of estimates; review bid costs for competitiveness & completeness & ensures compliance w/ all cost & bus reqs of solicitations. Prepare cost estimates. May undergo background checks. Must have Bachelors in Finance, Accounting, Business Administration or related field and 5 years rel finance exp with a wide range of federal, state, and commercial clients incl 3 years rel exp with projects funded by USAID or other international funders.
