The George Mason University Center for Evidence-Based Crime Policy (CEBCP), housed within the Department of Criminology, Law and Society, invites applications a Treatment & Prevention Systems Manager to work in the Washington/Baltimore High Intensity Drug Trafficking Area (W/B HIDTA) program. The CEBCP, founded in 2008, seeks to make scientific research a key component in decisions about crime and justice policies. The CEBCP carries out this mission by advancing rigorous studies in criminal justice and criminology through research-practice collaborations, and proactively serving as an informational and translational link to practitioners and the policy community.

The HIDTA Program is a federal grant program administered by the White House Office of National Drug Control Policy (ONDCP) to provide resources that assist federal, state, local and tribal agencies to coordinate activities that address drug trafficking in specifically designated areas of the United States. Information and intelligence sharing are keys to successful investigations, drug treatment and prevention programs, and drug policy development.
Responsibilities: The Treatment and Prevention Systems Manager will oversee the Washington/Baltimore HIDTA treatment and prevention initiatives. They will be responsible for all phases of program evaluation, routine outcome monitoring, data management, and budget management. They will work intimately with participating agencies and communities to plan, organize, and implement evidence-based drug treatment, prevention and education programs funded through HIDTA and Drug Free Communities grants, as well as doing related-work as required.
- Significant experience working directly within a treatment or prevention program;
- Significant grant management experience;
- Ability to apply a systems framework to all programmatic efforts, including program evaluation, assessment of outcomes, and reporting;
- Experience with program evaluation;
- Understanding of principles, methods, techniques, and materials of alcohol and drug treatment, prevention and education;
- Knowledge of functions, programs, and services of both public and private agencies involved in alcohol and drug treatment and prevention activities;
- Knowledge of public health statistical and survey methods, marketing strategies, mentoring program models and budgeting;
- Operate a personal computer and other modern office equipment, as well as familiarity with MS Office;
- Excellent written and verbal communication and correspondence skills;
- Communicate effectively via various modalities (in person, virtual, phone);
- Analyze data, interpret protocols, procedures and regulations, and develop appropriate responses;
- Coordinate the implementation of alcohol and drug prevention and treatment professional development training for staff and community groups;
- Perform job duties under stressful conditions;
- Respond appropriately to situations;
- Maintain confidential information in accordance with legal standards and/or County regulations;
- Make oral presentations/training before groups;
- Prepare grant applications;
- Effectively communicate and collaborate with team members.
Special licenses, registration, or certification: Must be able to pass National Security background check and obtain a Secret Level security clearance
Education or training: Masters Degree in related health or policy field, in public or community health education, social work, alcohol and drug studies or related field required; or bachelors degree with work experience that equates to advanced degree.
