The Program Management Office (PMO) at Space Telescope Science Institute (STScI), located on the Johns Hopkins University campus, is seeking a Project Manager with a thorough knowledge of project management processes, especially in a matrix-organization. Leading cross-organization teams through the implementation of both agile and predictive practices, the Project Manager provides know-how in project management methodologies and standards to facilitate effective and efficient project completion for multiple NASA missions at the STScI.
STScI is the science operations center for several NASA missions, including the Hubble Space Telescope, the most famous space observatory in history. We also lead the science and mission operations for the James Webb Space Telescope (JWST), planned to launch in 2020 and will perform parts of the science operations for the Wide Field Infrared Survey Telescope (WFIRST), in formulation for launch in the mid-2020s. Essential Duties and Responsibilities
The PMO team works with STScI engineers, scientists and operations staff, as well as business staff and managers to ensure a cohesive approach to managing change and establishing priorities across all parts of the organization. You provide project management services, including task planning and scheduling, risk management, budget management, training and project resolution.
- You assess project management best practices, methodologies and standards, and recommend processes for appropriately tailoring these to meet STScI’s needs.
- You support training of STScI staff on project management processes and common terminology, ensuring all staff have access to the latest project management tools, training, and project tracking data.
- You facilitate coordinating team meetings, holding team members responsible for deadlines and action items, and leading the work of the team through implementation of agile and predictive practices.
- You lead project teams to accomplish specific contractual and internal deliverables.
- You are a proposal manager, providing project management leadership and coordination across a team of experts from the PMO and the Missions. This includes establishing the proposal timeline, clearly defining the scope, forming the team and identifying their corresponding roles and responsibilities, establishing milestones, and ensuring that the delivered proposal complies with all of the Requests for Proposals (RFP) and associated NASA requirements.
Knowledge, Skills, and Abilities:
- Experience with project management in an Agile development environment
- Knowledge of and practice in the implementation of project management processes and procedures
- Experience with Program Management best practices
- Proficiency in creating, capturing, and reporting performance measurements and metrics
- Knowledge of scheduling techniques, configuration management, risk management, and budget management is required.
- Excellent communication and presentation skills are essential.
- Prior experience with NASA missions is desirable.
