    GS-9

    1. Knowledge of Federal and agency regulations and directives as well as organizational specific directives, programs, and missions to understand their impact on programs.
    2. Knowledge of management analysis techniques to identify, consider, and resolve issues or problems.
    3. Knowledge of operating guidelines governing administrative programs to help initiate program changes.
    4. Skill in briefing managers and in communicating tentative recommendations regarding efficiency in program operations.
    GS-11
    1. Knowledge of Federal and agency regulations; knowledge of the specific organization's programs and missions; knowledge of pertinent laws, regulations, and policies related to program/operations area in order to analyze their impact on programs.
    2. Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs.
    3. Skill in applying analytical and evaluative methods and techniques in developing new procedures and approaches to identify and resolve significant issues and problems.
    4. Ability to communicate effectively to make recommendations to management and brief them.

    (GS-9)
    Two years of graduate education. OR

    A master's degree or equivalent degree. OR

    One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  This experience must be equivalent to the GS-7 level in the Federal government.  

    Examples of such experience may include: Managing multiple assignments and effectively prioritizing tasks while also engaging the appropriate stakeholders.  Reviewing reports, legislation, regulations and policies and identifying requirements and areas of challenge.  Analyzing both qualitative and quantitative data and synthesizing only relevant information.  OR

    Combination of education and experience.

    Three academic years of graduate education.  OR

    A doctoral or equivalent degree.  OR

    One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  This experience must be equivalent to the GS-9 level in the Federal government.  

    Examples of such experience may include: Planning and managing multiple projects, effectively engaging the appropriate stakeholders and working in close collaboration with others and making recommendations, as needed.  Experience developing and implementing systems to track work projects and ensure consistent adherence to policies and practices. Reviewing reports, legislation, regulations and policies and analyzing program practices against them, making recommendations to address deficiencies and areas of challenge.   OR

    Combination of education and experience.

    You will be evaluated for this job based on how well you meet the qualifications above.

    We use a multi-step process to review and evaluate applicants:

    1. Eligibility and Minimum Qualifications
    Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if you are outside of the area of consideration (i.e., who may apply) or your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements.

    2. Rating and Ranking
    If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire.
