TRAVEL REQUIRED:

Occasional travel - Field inspections and fact finding trips to inspect construction projects and existing facilities may require climbing, stooping, bending and, in general work in physically awkward positions. May involve travel to Smithsonian organizations in other states and Panama.

    You must meet these Basic Education Requirements: 

    Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    • Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
    • Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
    • Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses spcified in the basic requirements.  The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above. 
    • Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.  
    In addition to the Basic Requirements above you must have the following:

    Qualifications:  Grade 14

    Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-13 level in the Federal Service or comparable pay band system.  For this position Specialized Experience is defined as (1) planning, leading, and controlling the design of electrical engineering system elements of building project design development; performance, implementation and evaluation of complex building engineering systems (including power distribution, arc flash calculations, protective selective coordination, load calculations, emergency power, and short circuit analysis); (2) defining scope of work for building design projects; preparing project work plans and schedules; coordinating client interaction to seek input and approval for projects; and (3) managing the work of complex project teams and contracted building design professionals, particularly in the field of engineering design for buildings, including reviewing building electrical engineering designs prepared by others and solving complex electrical issues on construction and building sites.

    You will be evaluated for this job based on how well you meet the qualifications above.

    Your application will be evaluated first for the basic qualifications described above.  The applications that meet the basic qualifications will be evaluated further against the following criteria:

    • Knowledge of electrical engineering concepts, principles, and practices.
    • Ability to develop specifications and design criteria for major projects, make surveys and studies, and develop special reports and briefings for high level institution officials, covering the preliminary planning stage through project completion. 
    • Ability to operate in a leadership role and coordinate among disciplines.
    • Knowledge of laws, regulations, controlling issuances and building codes to ensure that projects and operations are in compliance and meet Agency requirements.
    • Ability to provide engineering design, including sketches and CADD drawings, specifications, calculations and analysis.
    • Ability to communicate in writing to represent the organization, address/resolve issues, and communicate technical information to non-experts.
    • Ability to communicate orally to represent the organization and address/resolve issues.

    Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

              Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

              Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

              Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.  

    This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.  A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.

    Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
