    Basic Requirements:
    A degree in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. The term "accounting" means "accounting and/or auditing."
    A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
    A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.

    There is no substitute for education at the VH-38 grade level.

    Specialized Experience Requirements: Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform the duties of the position successfully. To qualify for this VH-38 (GS-12) level, you must have specialized experience equivalent to the next lower level, VH-37 (GS-11). Your descriptions of specialized experience should demonstrate your ability to advise on, administer, supervise, or perform professional accounting work that requires application of accounting theories, concepts, principles, and standards to the financial activities of governmental, quasi-governmental, or private sector organizations. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this level includes:
    • Conducting portions of studies on the impact or implementation of new GAAP standards;
    • Researching and analyzing accounting and financial reporting issues; and
    • Developing and presenting recommendations to higher-level decision makers.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Quality Ranking Factor: A certificate as a Certified Public Accountant (CPA), obtained through written examination.

    This position has a positive education requirement as part of the Basic Qualification Requirements. You MUST submit copies of your transcript(s) that include: your name, the name of the educational institution, course titles, number of semester/quarter hours, grade(s) earned and degree(s) awarded.     Pass/Fail Courses: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

    Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    This position is located in the Office of Regulatory Policy, Operations, Management and Accounting Team, which manages policy and regulation development activities that ensure the safety and soundness of the FCS. This position is advertised at the VH-38 grade level, with promotion potential to the VH-40 grade level (salary range $119,480 to $197,142 per year, including 25.48% locality rate for McLean, VA).     Recruitment incentive of up to $5,000 sign-on bonus with a two-year service period may be authorized for applicants entering on their first Federal appointment.
